"BUSTER" BALDWIN, Commissioner Pct. 1 23 WILLIAM "BILL" WILLIAMS, Commissioner Pct. 2 LARRY GRIFFIN, Commissioner Pct. 4 24 ABSENT: JONATHAN LETZ, Commissioner Pct. 3 25 2 1 On Wednesday, August 16, 2000, at 9:00 a.m., a special 2 meeting of the Kerr County Commissioners Court was held in 3 the Commissioners' Courtroom, Kerr County Courthouse, and 4 the following proceedings were had in open court: 5 P R O C E E D I N G S 6 JUDGE HENNEKE: Good morning. It's 9 o'clock 7 on Wednesday, August 16th, 2000, and we will call to order 8 this special Commissioners Court meeting. The first item on 9 the agenda is to pay bills. Tommy, do we have some bills we 10 can take care of? 11 MR. TOMLINSON: I have $202 that I need to do 12 hand checks on for the election workers for the -- for 13 working the election. 14 COMMISSIONER GRIFFIN: So moved. 15 COMMISSIONER BALDWIN: Second. 16 JUDGE HENNEKE: Moved by Commissioner 17 Griffin, seconded by Commissioner Baldwin, that we approve 18 the bills as presented or recommended, and authorize the 19 County Auditor to issue a hand check for the payment of 20 election workers. Any further comments or questions? If 21 not, all in favor, raise your right hand. 22 (The motion carried by unanimous vote.) 23 JUDGE HENNEKE: All opposed, same sign. 24 (No response.) 25 JUDGE HENNEKE: Motion carries. No other 3 1 late bills? No budget amendments? 2 MR. TOMLINSON: No. 3 JUDGE HENNEKE: Okay. Next item for 4 consideration is to canvass the election returns by 5 Commissioners Court for the Lake Ingram Road District. 6 Jannett? 7 MS. PIEPER: Yes, Judge. Before you and each 8 of the Commissioners, I have the tallies from our election 9 judge. Basically, you just need to go over those figures 10 and sign the election book return. 11 JUDGE HENNEKE: All right. 12 COMMISSIONER GRIFFIN: Does it require a 13 motion to accept or -- 14 MS. PIEPER: Yes. 15 COMMISSIONER GRIFFIN: So moved. Move that 16 we accept the canvass results. 17 COMMISSIONER WILLIAMS: Second. 18 JUDGE HENNEKE: Moved by Commissioner 19 Griffin, seconded by Commissioner Williams, that we approve 20 the canvass results for the Lake Ingram Road District bond 21 election, which results were 11 votes for and 4 votes 22 against. Any further comments or questions? If not, all -- 23 COMMISSIONER BALDWIN: With the huge numbers, 24 you'd think maybe we need to study this for a while. Maybe 25 even hire somebody -- Bob, what are y'all doing this week? 4 1 MR. HENDERSON: I don't know if we've got 2 time to do all the analysis that's going to require. 3 (Laughter.) 4 COMMISSIONER GRIFFIN: We might just note 5 that this -- for a bond election, the Texas Constitution 6 requires a two-thirds vote rather than a simple majority. 7 And in this -- and this shows the importance that one vote 8 can make, because had one of the -- and I don't know whether 9 it's -- 66 percent passes or doesn't. We're one vote better 10 than that; this is 73 percent. So -- so this is -- it's 11 important that people vote when they have the opportunity to 12 do so. 13 COMMISSIONER WILLIAMS: Commissioner, do you 14 have the results of the exit polls on this one? 15 COMMISSIONER GRIFFIN: No -- well, I do. 16 Because most of the exit polls results says, "When do you 17 start on the road?" A lot of people really want the road up 18 there. And, again, I would just say this is really a -- a 19 good example of people taking responsibility for their 20 destinies. They -- the homeowners were very active in this, 21 landowners there very active in pushing it. They weren't 22 asking for anything that they didn't expect to pay for. 23 And, it was great working with them to get us this far. Now 24 we've got to go do what we have to do to get the money and 25 get the road underway and so on. But -- 5 1 COMMISSIONER WILLIAMS: What you just said 2 has a lot of value, because as you well know, we were 3 talking about another road district, and we've been unable 4 to motivate people in that area to the extent to get it to 5 this point. 6 JUDGE HENNEKE: Any further questions or 7 comments? If not, all in favor, raise your right hand. 8 (The motion carried by unanimous vote.) 9 JUDGE HENNEKE: All opposed, same sign. 10 (No response.) 11 JUDGE HENNEKE: Motion carries.
