RESOLUTION OF KERR COUNTY AUTHORIZING DESIGNATED SIGNATORIES FOR
TEXAS COMMUNITY DEVELOPMENT PROGRAM CONTRACT N0.720135.
WHEREAS, the County has received funding under the 2000 Texas Community
Developmant Program; and
WHEREAS, it is necessary to designate signatories for contractual documents
pertaining to these contracts.
NOW, THEREFORE, BE IT RESOLVED BY KERR GOUNIY, TEXAS:

Dear Ms. Mauro:
This letter is to notify the Texas Department of Housing and Community Affairs that Kerr County, in
assuming authority for local gantee compliance with the National Environmental Policy Act of 1969 regulations
(40 CFR Part 1500-1508), has made a determination of environmental review exemption regarding planning
activities to be carried out under our 2000 Texas Community Development Program contract. We have determined
that al! project activities proposed in our request for funding and facilitated under the contract referenced above are
exempt from the environmental review process according to the U.S. Department of Housing and Urban
Development regulations. The specific planning activities are classified as exempt activities under 24 CFR Section
58.34(axl).
The planning activities will have no detrimental effects on the environment of Kerr County or its
surrounding area, and in fact, will be beneficial by addressing environmental concerns of the community.

Local Responsibilities Under Contract No. 720135
According to our contract files, the following documents have not yet been received by the Texas
Community Development Program. These are generally considered to be prerequisites to reimbursement
for any work accomplished. Refer to the Planning and Capacity Building Fund Project Administration
Manual provided to you earlier for an explanation of local responsibilities, sample formats and/or blank
forms to use. Please provide the missing documents as soon as possible, unless the contract's SECTION
23, SPECIAL CONDITIONS, states that they are due within the first six (6) months of the contract's start
date. (See Section 23).
