The applicant should submit the various required attachments with the grant application. If the applicant
cannot submit an attachment with the application, then they must include a note indicating the reason in place
of the form. If an attachment is not in the application, CJD will identify it as an item in need of resolution and
will provide the applicant wi[h a deadline by which to resolve it. For most local or regional applications, the
request will be sent through the COGS, which will sec the deadlines. If all of these items aze not sleazed by the
deadline, CJD may either deny or postpone funding ro the applicant or attach a special condition to the awazd
affecting the grantee's ability to access funds. CJD will advise grantees of special conditions on the Statement of
Grant Awazd. See page 33 for information on special conditions.
Attachments Without Forms
Some required attachments do not have accompanying forms. Following are each of these along with the
circumstances under which it must be submitted. Use the checklist below to determine which attachments you
must submit.
^ Resolution -Except for applications from state agencies, each application must include a
resolution from the applicable governing body, such as the city council, county commissioners'
court, school boazd, or board of directors, that contains the following:
^ authorization for the submission of the application to CJD that clearly identifies the project
for which funding is requested;
^ a commitment to provide for any applicable cash match (if the applicant is not providing
all of the matching funds, then the other participating entities that aze providing portions
of any cash match, must also submit resolutions -this does not apply to state agencies);
^ if the applicant chooses to designate an authorized official who is not the chief executive
officer, the resolution must provide the designee with the power to accept, reject, or alter a
grant; and
^ a written assurance that, in the event of loss or misuse of CJD funds, the governing body
will rerurn all funds to CJD.
^ Cooperative Workittg~greement - When an applicant intends to carry out a project lazgely
through cooperating with outside organizations, the applicant must obtain authorized approval
signatures on the cooperative working agreement from each ouzside participating organization.
Non-juvenile program grantees under the Criminal Justice Planning Fund (Fund 421) must
provide CJD with a signed copy of any such agreement(s).
^ If the application is for amulti-jurisdictional task force, then a cooperative working agreement
must include each chief of police and each sheriff in amulti-jurisdictional task force's
impact area. Counties must be contiguous and the chief or sheriff may not execute a
cooperative working agreement with more than one task force project.

These two forms aze required only from nonprofit organizations that have never before received

Local and Re¢ional Application Submission
All applicants must submit [heir applications for local or regional grants directly to the appropriate regional
council of governments. It is the applicant's responsibility to contact their regional council for the correct
deadlines.
Statewide Application Submission
The original and one copy of applications for statewide projects must be received at CJD or postmarked by
February 26, 2001. By the same date, a copy of the application must be submitted for review under the Texas
Review and Comment System to the stale single poin[ of contact, Ms. Denise S. Francis, Governor's Office of
Budget and Planning, Post Office Box 12428, Austin, Texas 78711. Once the applications azrive at CJD, staff
members and other expens or board members selected by the CJD executive director will review applications for
eligibility and cost-effectiveness and rate them competitively by funding source.

Project Narrative
Section 1: Problem Statement and Data
The unexceptable number of juveniles involved in fights, use of tobacco, drugs, gang
activity and assaults that have occurred on area school campuses.
Section 2: Goal Statement
To positively affect the lives of the youths served by the project by increasing their
education, improving their life skills, thereby reducing their future involvement with the
justice system.
Section 3:Target Group
Kerr County School Resource Officers oversee five different school districts within the
county. These districts aze located several miles apart and involve juveniles from the age
of 6-18 attending elementary, secondary, and high schools. SRO's are engaged in
teaching law enforcement classes, D.A.R.E., provide counseling, and support for the
juvenile as well as the pazents and teachers.
Section 4: Project Activities
It is the objective of the SRO program to become involved with juveniles, pazents, and
teachers to provide a safe environment for the juveniles to attain an education. The SRO
is to be a positive role model to the juveniles so that a better understanding will result
between law enforcement and juveniles. The SRO can advise juveniles as well as adults
of different avenues to seek the right help to resolve problems.

Project Summary
The problem encountered by Kcrr County in general is a growing disrespect on the part
of juveniles for individuals and property. Disciplinary problems in the schools require an
excessive amount of teacher time. Kerr County crime statistics indicate increased
criminal activity in property crimes and runaways. There is a recent increase in the
presence of behavioral signs of children that may be involved in gang activity and
abusing drugs and alcohol is a serious concern in Ken County. Many of our young
people experiment with and use a vaziety of harmful substances, including tobacco, drugs
and alcohol.
The School Resource Officers Program goals are to provide a save environment for the
student to get an education. The SROs are also charged with teaching all levels of
children in the several school districts located within Kerr County about drug prevention,
the negatives of gang association, and respect for persons and property. SROs are also
given the responsibility to positively affect the lives of the youths, improving their life
skills and reducing or eliminating their future involvement with the justice system.
The project is aimed at the elementary, middle and high school grade students. This age
group is still within the Juvenile Justice System has reached an age where their
understanding is capable of evaluating their conduct if provided with the information of
juvenile laws.
The objective of our program is geared toward training. Our program will target children
at an age when they aze most receptive to education. Officers will provide a positive role
for children in anon-threatening environment. Our programs success can be measured in
terms of the positive relationship it offers between law enforcement and the children we
serve and in turn their families, the next generation or young adults and of course our
entire community.

This amount will be used through the year to furnish three SROs with all mandatory
training and such schools that would enhance their education and performance.
Equipment

This amount will be used to purchase three laptop computers, printers, power points and a
digital camera. Three pagers and cell phones will also be purchased with these funds.
The computer and support equipment will better enhance the SROs ability to provide a
better education to the students in their classes. Because of the vastness of the campuses
the SROs serve, the communication devices will make the SROs more accessible to both
the faculty and the students.

This amount will be used to purchase computer discs and to establish a video library.
The library will contain video tapes of educational material to better help the students
understand the negatives of gangs, tobacco, drugs and to better help them with life skills.

Because the SROs are closely involved with students, parents and school faculty, civilian
attire has proven to be more acceptable. The Sheriff's Department does not make
arrangements to furnish civilian attire to the SRO division.
