RESOLUTION Supporting Coutiuuously Monitored Wells iu the Middle Trinity, Lower Trinity and Edwards Trtnity (Plateau) Aquifers WHEREAS, a major issue discussed in the Plateau Regional Water Plan (Region J) is the need for a more accurate and meaningful calculation of sustainable groundwater supply as it relates to the Middle Trinity, Lower Trinity and the Edwards Trinity (Plateau) aquifers in the Priority Groundwater Management Area counties of Bandera and Kerr; and WHEREAS, we recognize that this Middle Trinity, Lower Trinity and the Edwards Trinity (Plateau) aquifers are a critical supply source for our communities; and WHEREAS, we recognize that we must establish proper management of the resource to insure its continued availability in the future; and WHEREAS, we recognize the interpretation of data generated from continuously monitored wells will generate a better estimation of rechazge and sustainable yield of the Middle Trinity, Lower Trinity and the Edwards Trinity (Plateau) aquifers, especially during times of drought; and WHEREAS, we recognize that the cities of Kerrville and Bandera, the Headwaters Underground Water Conservation District and the Springhills Water Management District, and the counties of Kerr and Bandera will use this data to establish water-supply management policy; and WHEREAS, we recognize that although the Regional Plan lists specific drought-response trigger wells for our azea, these wells do not have adequate seasonal water-level data to reasonably establish drought-response trigger levels; and WHEREAS, we recognize the new monitoring wells with continuous data will become the new trigger wells for our county. THEREFORE BE IT RESOLVED, the Kerr County Commissioners Court fully support the Plateau Water Planning Group's (Region J) proposed groundwater monitoring network project and request that the Texas Water Development Board fund this project through the regional water planning process (SB 1). THEREFORE BE IT FURTHER RESOLVED, the Kerr County Commissioners Court pledges to work with all entities with an interest in the Middle Trinity, Lower Trinity and the Edwards Trinity (Plateau) aquifers to establish and maintain the monitoring network.
