SEMI -ANNUAL REPORT OF THE KERR ECONOMIC DEVELOPMENT FOUNDATION AUGUST 1, 2000 -JANUARY 31, 2001 Server/sGkedf/200'1 /kedfreports REPORT TO KERR COUNTY COMMISSIONER'S COURT KERR ECONOMIC DEVELOPMENT FOUNDATION August 1, 2000 -January 31, 2001 INQUIRIES ANSWERED BY CHAMBER: 9416 ECONOMIC DEVELOPMENT PACKETS DISTRIBUTED: 69 HOME PAGE HITS: Collective as of January 31, 2001 - 423,615 January 2001 web site hits included in this figure: 51,315 Average time each visitor is staying on our website: 7.53 minutes Top Ten Pages: Home Page, Visiting, Real Estate, Job Bank, Chamber of Commerce, Jewelers, Community, Hunting, Guide 2001 and Calendar of Events BUSINESS RETENTION AND EXPANSION: WORKFORCE ISSUES are the main concern of existing employers as noted in our Major Employers Survey conducted last spring. Responsive action to these needs include: Development of JOB BANK page on website that receives Top Ten attention each month. All employers have the opportunity to place their listings on the JOB BANK free the first working day of each month with e- mail and/or phone links also listed. The JOB BANK also includes direct links to both newspapers, Merritt Personnel and the Texas Workforce Center. ALAMO WORKFORCE DEVELOPMENT BOARD serves a 12 county area including Kerr County. It funds the TEXAS WORKFORCE CENTER located at One Schreiner One in Kerrville. TWC provides services to the employer and the job seeker. !t is a one- stop center that will address all needs of the potential employee whether that needs is testing, training, childcare or transportation. Grant request for funds applications are in process to fund SUMMER YOUTH WORK PROGRAMS that will allow area employers to have summer workers who are paid by AWD. This is an effort to train young people in job skills and commitment; it is also an effort that will allow them the opportunity to experience fields for future career training andlor education. WELFARE TO WORK programs are also provided to those individuals who will be removed from the Temporary Aid to Needy Families (TANF) rolls within the next year. Soft skills and job skills training, childcare, transportation issues are all being addressed and provided to help these individuals. These changes will have a great impact on the Kerr County area particularly in the areas of childcare and transportation. The other significant impact will be the availability of labor to employers as well as a challenge to them. ON THE JOB TRAINING is also provided through the efforts of AWD and is "employer driven" to fit the needs of the employee. One aspect of this program is to help those coming off of welfare and enter the workforce to assist the employer and employee. OJT will fund up to 50% to 90% of the $7 per hour paid for up to six months depending on the qualifications of the employee. Several personal visits have been made with area employers but to speed up the process, MAJOR EMPLOYERS will be invited to a ROUNDTABLE to explain these programs on Thursday, March 8, 2001, at Wells Fargo Bank, 12 noon. TRANSPORTATION round table held last fall to identify transportation issues and needs of the Kerr County area. FYI: UPDATED KERR COUNTY TRANSPORTATION IMPROVEMENT PROGRAM list for 2007-2003 attached for distribution. PUBLIC HEARING FOR SPUR 98 PROJECT: March 28, 6:30 p.m. CHAPMAN BUILDING PRODUCTS has started construction on their new plant across from the Airport on a 10-acre site. They build insulated building panels and will employ up to 26 at full capacity. Steve and Cindy Chapman are the principals. PHYSICIAN RECRUITMENT TASK FORCE continues. Internal Medicine Physician Dr. Scott relocated here and filled her practice in a matter of days. Several other physicians have visited. Rural Health Find has produced a few prospects and we are now looking into the cost of placing ads in the Houston and Dallas business journals to advertise for Internal Medicine Physicians. The hospital is linked to PRACTICE LINK on the Internet - a service to link physicians to communities. BUSINESS PARK DEVELOPMENT took a different twist in August of last year when we put our efforts on hold to allow a private developer the opportunity to pursue a similar project that would produce the same end results. Recent updates from this developer have been received; the developer and city staff has agreed upon standards for the Planned Development District Mixed Use; discussions are underway about water and wastewater infrastructure extensions and costs. We commend City Manager Ron Patterson for giving this project so much of his time and attention. The developer is now completing a feasibility study that will project absorption rate, build out projections, etc. We believe things are progressing well on this project that truly is needed in the Kerrville area to provide an opportunity for existing businesses to grow as well as a site for new business development. VA HOSPITAL is providing more long-term care services are being offered for veterans and we believe that all in all, things are going well. The Hill Country Veterans Council continues to meet and maintain oversight on the hospital and its services as well as keep us informed of any issues that could possibly affect the community. Other major employers such as the KERRVILLE STATE HOSPITAL AND SID PETERSON MEMORIAL HOSPITAL are doing well in light of an ever-changing environment of issues and changes in this industry. AVIATION RELATED PROSPECT -possible tenant at the Airport. A task force has been formed to look into their needs and discuss ground lease options with Airport Bd. Encouraging business participation in the CITY OF KERRVILLE'S COMPREHENSIVE PLANNING PROCESS to ensure business perspectives are included in the discussions. We've spoken to several industry groups as well as sent out several broadcast a-mail notices to identify volunteers for this effort. RURAL FINANCING WORKSHOP attended -provided the latest information on funding programs available for business expansions or relocations, i. e. Texas Capital Fund, Skills Development and Smart Jobs Funds, Texas Agriculture Rural Development programs, etc. BUSINESS BAROMETER HISTORICAL DATA attached.
