Per ow discussion today, attached are the answers to the questions raised by Com-Net Ericsson,
I have also added the written questions posed by Motorola at tae pre-Proposal Conference so that
everyone has the benefit of the discussions and answers.
I have received and reviewed the request by Mowrola for an extension of time to complete their
proposal. Although I feel that they were given sufficient time, they maybe having problems
acquiring the data we required in the RFP. That data inciudes a total five-year system
operational cost, and all costs required for site and facilities modifications and leases and
reasonable assurances that the sites and facilities are available for the recommended usage.
Although they provided a time tine for proposal preparation, they did not indicate at what point
they are in that process. Since they may choose not to subtnit a proposal with financial risk, I
suggest that the County give consideration to their request. Vendors in this industry are
notorious for wasting their time during the process, and then, decide not to complete or submit
""'~ the proposal at the last minute due to lack of time.
My only concern is the fact that they might not submit a proposal if they feel that there is not
enough time to adequately prepare. There is no guazantee that the other vendors will submit
proposals either. Should we get no proposals, the amount of time to re-advertise and resubmit
proposals will be more than the time they are requesting.
Please call me if you have any questions concerning this information or the vendor questions and
our answers. Please have your person with the mailing list mail the four-page response to all
recipients of the RFP.
