May 2, 2001 TO: Commissioners FROM: Fred Hen e~ SUBJECT: Expansion of Juvenile Detention Facility The Kerr County Juvenile Boazd voted unanimously today to expand the Juvenile Detention Facility by adding a 24 bed pre-adjudication wing. This expansion is dictated by the demand for pre-adjudicated beds for juveniles from Kerr County and the other counties served by the 198` and 216` Judicial Districts; since Bandera and Gillespie counties were both in the top ten growth counties statewide, the current 12 pre- adjudicated beds will not service the demand from our catchment azea for very long. In order to accomplish this expansion, the Commissioners Court will be asked to create a new public service corporation identical to the existing Kerr County Juvenile Detention Corporation. Once that is accomplished, the Commissioners Court will not have to be involved in the project. Title to the facility will be transferred from the existing corporation to the new corporation and new financing will be put into place. The new financing will not be an obligation of Kerr County and will be virtually identical to the existing financing. Additionally, the current favorable interest rates will result in monthly payments for the new debt, including the expansion, that aze slightly less than the current monthly payments. Thus, the detention facility will remain self-supporting and the finest public detention facility in the State. I will schedule a presentation and action on this issue for our May 29`s meeting. The Juvenile Boazd is under a very short timetable to accomplish this and we need to proceed as quickly as possible.
