Kerr-Gillespie-Kendall-Bandera Sex Offender Management Planning Gran[ Committee Kerr-Gillespie-Kendall-Bandera Sex Offender Management Planning Grant Committee Kerr-Gillespie-Kendall-Bandera Counties, Texas ABSTRACT The Kerr-Gillespie-Kendall-Bandera Counties Sex Offender Management Planning Committee (hereafter called the KGKB Sex Offender Management Planning Committee), is amulti-disciplinary cooperative effort in afour-county area in Texas between government officials, representatives of governmental agencies and non-profit service organizations, representatives of schools, professionals providing treatment services for sexual offenders and for sexual abuse victims, and the Criminal Justice Division of the University of Texas in San Antonio. Officials and professionals serving on the Sex Offender Management Planning Committee recognize that there is a need to create a viable sex offender management model focused on the improvcd identification, supervision and treatment of sexual offenders. Members of the committee recognize that such an effort requires a comprehensive and coordinated approach by representatives from all sectors of society involved with issues surrounding sexual offenses, sexual offenders and abuse victims. The goal of the KGKB Sex Offender Management Planning Committee is to establish a comprehensive community-based approach for the identification, supervision and treatment of adult and juvenile sexual offenders. The program is directed at implementation within the identified counties, as well as intended to serve as a model for other communities that may develop an interest in advancing their current policies and practices regarding the management of juvenile and/or adult sex offenders under supervision. The Sex Offender Management Planning Committee will accomplish the following objectives: 1. Establishing procedures for processing juvenile sexual offenders, involving the cooperation of judicial officials, law enforcement personnel, school officials, correctional personnel, Juvenile Probation Officers, Victim Services agencies, Sexual Offender Treatment Providers, Polygraphers, and the Texas Department of Public Safety. 2. Establishing procedures for processing adult sexual offenders, involving the cooperation of judicial officials, law enforcement personnel, correctional personnel, Adult Probation Officers, Victim Service Agencies, Sexual Offender Treatment Providers, Polygraphers and the Texas Department of Public Safety. 3. Gathering data on juvenile and adult sexual offenders in afour-county area, and conducting research on the effectiveness of the supervision and treatment of juvenile and adult sexual offenders in afour-county area. 4. The development of improved juvenile sexual offender supervision and treatment standards, and adult sexual offender supervision and treatment standards. 5. Providing trainings for professionals in identifying and determining actual sexual offense behaviors versus age-appropriate sexual play in children. 1 Kerr-Gillespie-Kendall-Bandera Sex Offender Management Planning Grant Committee 6. Developing preferred guidelines regarding Juvenile Sexual Offender Registration standards, and preferred guidelines regarding Adult Sexual Offender Registration standards. 7. Developing recommendations regarding more effective inter-agency coordination and cooperation. Harris, Ph.D. Division Director, Division of Criminal Justice University of Texas at San Antonio 501 West Durango Street, San Antonio, Texas 78207 (210) 458-2535 /Fax (210) 458-2536 E-mail: pharris(a~utsa.edu The Project Grant Coordinator/Grant Manager will coordinate all activities of the committee, provide regular reports to committee members and agencies and maintain contacts with the Department of Justice, Office of Justice Programs, as well as with the Center for Sex Offender Management and other relevant governmental agencies and non- governmental organizations involved with the projcct. Over the course of the project the Grant Research Coordinator will collect data and conduct research on sexual offenders in the four-county area identified, and on the desirability and effectiveness of measures implcmcntcd. The research will be conducted and coordinated through the Division Director, Division of Criminal Justice at the University of Texas in San Antonio. The Grant Research Coordinator will: • Coordinate data collection and research efforts on site. • Assist the team's work by developing and implementing methods to gather and analyze the jurisdiction's data in order to inform the policy development and planning process. • Challenge the thinking of teams as they consider various approaches to sex offender management and the assumptions and hypotheses underpinning them. • Build a local infrastructure for the ongoing monitoring and evaluation of policies and practices. • Become a working partner with other participating project sites in the collection of data and information. Local research data will be compared with other data that is currently available, or that will become available subsequently. 2 Kert-Gillespie-Kendall-Bandera Sex Offender Management Planning Gran[ Committee The goals of data collection throughout the project, and the goals of the project's information collection effort will be commensurate with grant application prerequisites: • To provide project team members with cvntinuous information and data on current practices, resources and program, target populations, needs and outcomes. • To provide project team members with continuous information and data on the activities of their planning and implementation processes. • To institutionalize the capacity to continue the work beyond the grant period. • To build and information base that defines the target populations and describes the variety of approaches to sex offender management in use around the country. • To begin to assess the impact of these approaches from a local and national perspective. The grant period during which the committee will remain active is twenty-four months. Funds requested for the grant will be in the amount of $50,000 (Fifty Thousand Dollars). No matching funds will be required if the grant application is approved. Funds obtained for this project will cover projected travel expenditures for the Grant Coordinator /Grant Manager and the Grant Research Coordinator, and expenses related to trainings, conferences and meetings for Sex Offender Management Planning Committee members. 3
