To: Kerr County Commissioners Court Agenda Request 8/2'7/01 From: Jannett Pieper Kerr County Clerk Gentlemen: I would like to request a re-classification for my Sr. Accounting Clerk to Administrative- Accounting Clerk OR an increase in the step/grade to the equivalent of a 17/6, which would be a 15/10. With the Nash study and during the formal classification appeal process it was not clarified of what the outcome was to be if any titles were changed. The outcome of my Accounting Clerk who is the third in command now makes less money than one of the administrators that she oversees. My accounting clerk oversees the operation of my office frequently when my Chief Deputy and I are out of the office attending schools, seminars, holding two weeks of early voting, or just taking care of the clerking business. She is left completely in charge and has the responsibility to make any type of decision should something come up. She has been an employee of this office since January 1990 and has trained the administrative clerks to be the Administrators. In addition to bookkeeping, this employee assists the Chief Deputy and supervises personnel ~-- with required record keeping and administrative functions. She carves out supervisory responsibility in accordance with the law. She trains employees on how to examine legal documents submitted for filing for adherence to the law and for proper completeness. She trains on proper receipts, indexing and filing of original legal documents and instruments related to the office. One of her main duties is training, planning, monitors and assigning or directing work. She also files and records legal documents. Issues birth, death and marriage records. She prepazes financial transcripts and drafts correspondence for my signature and prepazes various reports and forwazds them to the appropriate agencies. It is for the reasons listed above that I feel that even though my accounting clerk does the bookkeeping, she is a vital administrator as well. The impact on the budget will be a total of $586.00, which after all the cuts that I made in my budget for the upcoming yeaz, I feel that this is justified with the small increase in the deputy line item. I request that the title be re-classified as anAdministrative-bookkeeper with the appropriate step/grade of 17/6 or anincreasein step gradeto a 15/10.
