RE: PROPOSED OSSF/FLOODPLAIN PROGRAM FEE REVISIONS
Attached is a proposed fee schedule for the administration of the Ken County Programs by
UGRA. I believe the fee schedule is similar to a draft sent to you last week. There have been
some minor adjustments but basically the proposed fees are those we have discussed in previous
meetings.
UGRA considered additional fee models, but believe the proposed schedule is within local
market acceptance in general.
UGRA has proposed a budget and tax rate based on the attached fee structure and the
continuation of the $30,000.00 Administrative Fee Contribution from the County. UGRA is
looking at a $75,000.00 short fall between revenues and expenses. UGRA is prepared to
supplement that amount since approximately 40% of man-hours in the program aze related to
complaint investigation and enforcement activities. We do not feel that the permittee should
bare the cost for corrective actions brought on by program violators.
Please review the attachments and advise if there is a concern. UGRA appreciates your effort in
considering the $30,000.00 Administrative Fee in your budget and the eazliest possible approval

Em~~l. °R~'~adn,~,~R,a.~,Q	As per the Kett County request, UGRA staff has attempted to model a user fee base to
	support the Kett County OSSF/Floodplain Administration program. A proposed rate
	increase is required to meet cost to administer the program.
The FY-2002 UGRA proposed budget for the OSSF/Floodplain Programs lowers salary
costs from $152,702 to $126,183, employee benefits from $45,673 to $42,996; vehicle
expenses increased from $6,340 to $9,600 resulting from lease of second vehicle and
operation of both and a capital purchase office equipment increase from $1,200 to $2,300
for one time purchase of a computer work station, hardware and engineering field
equipment. The FY-2002 proposed expenses the operation of both programs are
increased from $222,949 to $225,929 or $2,980.
UGRA is proposing to bridge the difference between the Kett County Administrative Fee
at $30,000.00; the revised permit fee revenues and the expenses by appropriating funds
from its resources. Internal audit of the OSSF and Floodplain progams indicate that
approximately 40% of the man-hours are associated with complaint and enforcement
action and not recoverable from fee revenues. UGRA takes the position that these
activities and expenses are for the public health and safety of the residents of Kerr
County and for the protection of the Guadalupe River.
Your consideration on this request and scheduling for court action at the earliest
convenient date prior to October 1, 2001 and establishing an effective date as close to
