County Judge 5:00 P.M. previous Tuesday. rHE cirv ov KERRVILLE, TEXAS November 19, 2001 The Honorable Judge Fred Henneke Kerr County Judge Kerr County Caurthousc 700 Main Street Kerrville, Texas 78023 RE: Joint Resolution for NADIN interface for Weather Station at Airport Dear Judge Henneke: The Joint Resolution for application requesting financial assistance from the Texas Department of Transportation for installation of a National Airspace Data Interchange Network (NADIN) device for the Automated Weather Observation System at the airport will be on the City Council Agenda November 27, 2001, and I would like to request consideration on the Kerr County Commissioner's Court Agenda November 26, 2001. The airport is included in a group of weather station grants that TxDOT Aviation Division will be taking to the next Transportation Commission meeting, so I will need to get the resolution to them by the end of November. The cost of the NADIN device is $6,500 with sufficient funds in this fiscal year's airport Budget to meet the $1,625 grant match. I am currently working with Time Warner Communications to sponsor the $195 per month maintenance fee, and also with Bob Rose at the Lower Colorado River Authority as well as other sources. The airport has an opportunity to obtain a $6,500 grant to purchase the NADIN communication equipment, but due to the next two fiscal year budget constraints will need to find a sponsor for the $195 per month service fee for transfer of data to the National Weather Service for dissemination to the FAA and commercial vendors. The NADIN connection would allow the weather data collected from our commissioned weather observation station at the Kerrville airport to be linked directly to the National Weather Service for use in their forecasts, and bring Kerrville into the national and international weather picture. The NADIN connection will also provide an opportunity for pilots using the Kerrville airport to obtain preflight weather briefing from anywhere in the world, which would enhance the airport's ability to attract corporate and Part 135 (scheduled service) operators. Time Warner Communications is our local cable franchise, and the vehicle on which the Weather Channel and weather reporting is conveyed to area residents. Currently, the closest weather station reporting in Kerrville is Junction, and with the addition of Kerrville reporting through the airport AWOS, Kerrville would be included in both local and National weather forecasts. I would like to invite Time Warner Communications to partner with the airport to bring this service to Kerrville as both the airport and our local cable service will benefit from weather reporting directly from Kerrville. The window of opportunity to be included in the airport grant for the equipment is narrow -the City and County will need to request this grant by the end of November. The actual award and installation of the NADIN equipment is expected to be in April of 2002, at which time the monthly service fee would start. I would very much appreciate Time Warner Communication's consideration of sponsoring the monthly service fee for the link to the National Weather Service and look forward to a beneficial relationship for both the airport and the Kerrville community. JOINT RESOLUTION SUPPORTING APPLICATION FOR TEXAS DEPARTMENT OF TRANSPORTATION AVIATION DIVISION GRANT FUNDS FOR KERRVILLE/KERR COUNTY MUNICIPAL AIRPORT IMPROVEMENTS WHEREAS, the City of Kenville and County of Kerr desire to install a National Airspace Data Interchange Network ("NADIN") interface at the Kenville/Kerr County Municipal Airport; and WHEREAS, the City of Kenville and County of Kerr hereby offer 25% of project costs to match 75"/a state funds, currently estimated to be $1,625.00 local funds; and WHEREAS, the monthly maintenance fee for the operation of the interface will be the total obligation of the City of Kenville and County of Ken-; and WHEREAS, local funds will be available to meet project expenditures; and WHEREAS, the City of Kerrville and County of Kerr agree to operate and maintain the NADIN for the useful life of the asset; and WHEREAS, the City of Kenville and County of Kerr hereby request financial assistance from the Texas Department of Transportation for installation of the NADIN; and WHEREAS, the City of Kerrville and County of Kerr intends to name the Texas Department of Transportation as its agent for the purposes of applying for, receiving and disbursing all funds for these improvements and For the administration of contracts necessary for the implementation ofthese improvements: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KERRVILLE, KERR COUNTY, TEXAS AND COMMISIONERS COURT OF THE COUNTY OF KERR, TEXAS: That the City Manager is hereby authorized to execute on behalf of the City of Kenville and County of Kerr, at the appropriate time, and with the appropriate authorizations of this governing body, all contracts and agreements with the State of Texas, represented by the Texas Department of Transportation, and such other parties as shall be necessary and appropriate for the implementation of the improvements to the Kenville/Ker-r County Municipal Airport, specifically, the purchase and installation of the NADIN described above.
