PKF Consulting 14881 Quorum Drive Suite 700 Dallas, Texas 75235 December 15, 2001 The County Court 700 Main Street Kerrville, Texas 78028 Commissioners Court, PKF Consulting was engaged by the Executive Board of the Texas Lions Camp to conduct a highest and best use study regarding land available for development on State Highway No. 27, in Kerrville, Texas. Our preliminary conclusions call for a 60-room hotel property with a yet to be determined amount of meeting space. During our fieldwork, we became aware of the master plan study for the redevelopment of the Hill Country Youth Exhibit Center. After several conversations with members of the Commissioners Courts and city officials, it became apparent that discussions regarding a partnership agreement would be welcomed. Attached is a brief summary of the proposed hotel and conference center project and a flexible agenda outline. We are open to any adjustments that are deemed appropriate by members of the court and are available for any questions or comments. We look forward to our conversations on December 21, 2001 and a possible future relationship between the Texas Lions Camp and Kerr County regarding the proposed projects.
