See Agenda Request Rules Adoption by Commissioners' Court. 2001 ANNUAL REPORT KERR COUNTY HISTORICAL COMMISSION TO KERR COUNTY COMMISSIONERS COURT January 18, 2002 2001 Annual Report Kerr County Historical Commission By charter the Historical Commission is to report annually to the Court on the following: Activities Membership Leadership This report is being presented for the records of Kerr County on January 28, 2002. In addition to the required part of this report, a 2002 status report will update the Court on the current needs of the Commission and expected activities. 2000 ACTIVITIES Markers During the year 2001 two Texas Historical Mazkers were granted: Wools Building - On January 11, 2002 the dedication of the marker was held at the Woolls Building in Center Point with around 60 persons in attendance. The mazker was approved in mid year, received in the latter part of the year and recently dedicated. This marker had been in the process for about one and a half years. Zion Lutheran Church -Earlier in the year the Texas Historical Marker was approved for the Zion Lutheran Chwch. The final script for the marker itself has not yet been approved by all concerned. Therefore, has not been sent to the foundry for manufacturing. Therefore, the maker dedication will be held some time this year. The following markers applications have been submitted to the Texas Historical Commission for over one year with the following determination. Re-submittals will be filled or new applications made. A.C. Schreiner, Sr. Residence -The THC's architect did not like the paint colors selected as they did not match the original colors. Rose House in West Kemille -Additional information requested by THC was not physically available. No follow up as of this date. Union Church Building - THC classified this building a relic and denied a marker for the building. The application was for a subject marker. An appeal is being filed. Restorations Work continues on the Union Church Building. The out side of the building is complete with only the raising of the steeple left to be installed and the landscaping completed. Fund raising by the Friends of the Kerr County Historical Commission has made it possible to move forward with the construction in a more systematic manner. Water has been run to the building, the original interior is being removed and refurbished where possible and the old original flooring is being restored and replaced where required. The next phase of this project will be the utilities and all mechanical systems -water, sewerage, air conditioning and heating, electrical, security, fire alarm, etc. Once the mechanical systems are complete the installation of the interior paneling will follow. The original budget for this restoration and preservation project was $187,000. To date a little over $130,000 has been raised. Therefore, the fund raising work continues in an effort to have construction completed by Christmas day of 2002 -the 118 years anniversary of service to this community of Kerrville's first community church. Calendar 2002 In a continuing effort to raise money for the work on the Union Church Building, the 2002 Historical calendar has been printed and is now being distributed throughout the community fora $10.00 donation. As you know, the Friends aze a 501 (c) 3 corporation. Therefore, all funds go through the Friends account and are applied to the restoration of the Union Church Building. This yeaz the Historical Commission owes a special thanks to Mr. Jim Nugent, Sandy &t Ken Cailloux, the Commissioner's Court and some very special individuals. Oral History This project continues on track with over 50 oral history interviews being completed with over 120 remaining to be done. Each year the list of those to be interviewed gets longer. This will be an on going project for the Commission for many years to come. The decision is still to be made as to what to do with these completed documents. At the present time discussions are taking place with the library as to where the Historical Commission fits into the restored History Library (now under renovation). At present the Oral Historical Committee occupies most of the small building behind the library. The consciences of the Committee is that it would be best to remain in this building with the addition of a/c and heat. The building provides great space for conducting and taping oral interviews, small meetings, and office space for our computer setup. Historical Marker Location Brochure All the data has been developed and prepared for the update of this valuable publication for the community visitors. Thanks to the individual effort of Clarabeile Snodgrass, the walking history of the Commission, each mazker has been visited, the condition determined, repairs made if necessary, copy checked for accuracy, and location verified for the brochure. Archives The Commission Archives Room is still located in a small room in the basement of the Courthouse. To date there aze thousands of pieces of Ken County history located in this small room. However, they are not available to the public due to the location and size of the room. Courthouse Display Cabinet The display cabinets have been installed. This brings to a close one of the longest and most difficult tasks the Commission has ever undertaken. Now the task falls to the Archives Chairman to maintain interesting material in the cabinets, using the materials stored in the archives room here in the Courthouse. Should there be any particular displays the court would like to see in the cabinets, let the Commission know. These cabinets are for your use as well as the Commissions. Budget The 2000-2001 budget from the Commissioners' Court was $2,500.00. These funds were expended as follows: Historical Mazker $1,100.00 Oral History 902.00 Markers 50.00 Award Plaques 128.00 UCB Dedication Plaque 320.00 The 2001-2002 budget from the Commissioners' Court was $12,500.00. These funds have been allocated as follows: Union Church $10,000.00 Oral History 1,100.00 Archives 300.00 Marker Brochure 400.00 Plaques & Awazds 150.00 Publicity 300.00 Audit 250.00 MEMBERSHIP Membership stands at 13 active members and 10 members in name only for a total of 23 members. The 12 members, in name only, have attended very few meeting and have not participated in any projects but still want to be considered members of the Commission. The Commission meets the third Thursday of each month at the Butt-Holdsworth Library at 11:45 am in the down stairs meeting room. As fast as "Friends" raise the money, the Commission will spend it in an organized plan of restoration. Oral History The oral history projects will continue. Hopefully another 20 interviews can be completed during 2002. Historical Marker Location Brochure This year's goal is to have a two years supply of the Mazker Brochures printed. All the artwork for this projected was completed in 2001. CVB has agreed to help in the printing cost once the updated information has been provided. The cost of making the copy camera ready for the printer has been donated and the 1tFB will be prepared and issued by CVB. Calendar 2002 The "Friends" historical calendaz for 2002 is on the street. This year the calendar features numerous Kerr county scenes azound the turn of the century. The calendars are available fora $10 donation History Library The Commission will continue to work with the library staff, during the restoration of the History Library Building, to provide for the storage and display of the Oral History files. Membership The Commission still has a continuing need for individual members in the Commission. There are numerous projects that can be undertaken with members that aze willing to actively participate. Over the past several years the Commission has had a number of individuals indicate a wiliness to be on the Commission but did not want to do any work. An active Commission needs willing workers.
