The scope of work for FF2002 projects are to relocate the airport beacon to the site recommended by the Kerrville/Kerr Cotmty Joint Airport Advisory Board at the January 9, 2002 meeting, and miscellaneous work to be deternined. The purchase of bulbs for the new precision approach path indicators (PAPI's) that were installed with the lighting grant last year will be included in the "to be determined" category. The estimated cost to the airport for the beacon relocation and PAPI bulbs is $15,000, within the fiords budgeted for the RAMP program this year. The grant agreement provides matching funds up to $3Q000, and could be used for emergoncy maintenance projects ifl equested by letter during the term of the RAMP agreement. Linder current grant agreements for Airport Improvement Projects, the airport has committed to participate in the RAMP program, or in some other TxDOT Aviation Division approved airport maintenance program. The Kem~ille City Council approved the joint resolution in support of the Grant Agreement For this proposed RAMP program at the January 22, 2002 meeting. JOINT RESOLUTION AUTHORIZING EXECUTION OF AMENDMENT N0.2 TO A GRANT AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR ROUTINE AIRPORT MAINTENANCE PROGRAM FOR ROUTINE MAINTENANCE OF THE KERRVILLE/KERB COUNTY MUNICIPAL AIRPORT WHEREAS, the City of Kerrville and the County of Kerr, Texas, jointly entered into a grant agreement with the Texas Department of Transportation (TxDOT) on or about January 25, 2000, pursuant to TxDOT's Routine Airport Maintenance Program (RAMP) for routine maintenance ofthe Kerrville/Kerr County Municipal Airport; and WHEREAS, TxDOT now requires that the grant agreement be amended to update the necessary maintenance projects and to extend the term of the grant for another year; and WHEREAS, TxDOT has awarded grant funding for the upcoming year in an amount up to $30,000.00 pursuant to the above-described program and subject to execution of the amendment to the grant agreement; and WHEREAS, the scheduled projects for the upcoming year include the relocation ofthe airport beacon, purchase of bulbs For the new precision approach path indicators, and miscellaneous work to be determined; and WHEREAS, the City Council of the City of Kerrville, Texas, and the Commissioners Court of Kerr County, Texas, find it is in the mutual interest of the City and County, as the airport sponsor, and the State of Texas, as well as in the interest of the public, to amend said grant agreement to add these additional work items to the project description and to approve the necessary funding; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KERRVILLE, KERB COUNTY, TEXAS, AND THE COMMISSIONERS COURT OF KERB COUNTY, TEXAS; SECTION ONE. It is in the mutual interest of the Sponsor and the State to amend the Grant at this time to update the necessary maintenance items and extend the term of the grant for the new fiscal yeaz. The Sponsor's acceptance of this Agreement shall comprise a Grant Agreement, as provided by the Transportation Code, Chapter 21, constituting the contractual obligations and rights of the State of Texas and the Sponsor with respect to the accomplishment of the airport maintenance and compliance with the assurances and conditions as provided. Such Grant Agreement shall become effective upon the State's written Notice to Proceed issued following execution of this agreement. State financial assistance granted will be used solely and exclusively for airport maintenance and other incidental items as approved by the State. Actual work to be performed under this agreement is found on Attachment A, Scope of Services. State financial assistance, Amount B, will be for fifty percent (50%) of the eligible project costs for this project or $30,000.00, which ever is less, per fiscal yeaz and subject to availability of state appropriations. Scope of Services, Attachment A, of this Grant, may be modified by letter from the Sponsor with concurrence of the State if no additional funds are required. Only work items as described in Attachment A, of this Grant, or as described in the concurrence letter from the State aze reimbwsable under this grant. Sponsor shall request reimbursement of eligible project costs on forms provided by the State. All reimbwsement requests are required to include a copy of the invoices for the materials or services. The reimbwsement request will be submitted no more than once a month. The Grant is amended to include Attachment A -Scope of Services attached and made a part of this agreement. Work shall be accomplished by August 31, 2002 unless otherwise approved by the State. All other terms and conditions of the agreement aze unchanged and remain in full force and effect.
