AGREEMENT FOR CONSTRUCTION MANAGEMENT SERVICES
Pursuant to Order No. ,~ 7 ~D~ R. Keith Longnecker, "Construction
Manager", was hired as construction manager to oversee the Kerr County Courthouse
Finish-Out of the Annex Building Lower Level and the Kerr County Treasurer's Offices at
a rate of $40.00 per hour, with a total estimated lump sum fee of $3,280.00
A construction office will not be necessary; however, it will be necessary to have a
"staging area" for construction materials and equipment. Construction management
services will include the observation, control and inventory of the staging area. (Materials
on hand are presently stored in this area.)
Construction Manager will
A. Be reimbursed for any long distance telephone calls and other
miscellaneous items, at their actual cost.
B. Submit a monthly statement to Commissioners' Court for payment of
construction management services.
C. Be reimbursed for typing and clerical services at the Construction
Manager's actual cost, not to exceed $10.00 per hour.
Services to be performed by Construction Manager are as follows:
A. Receiving all necessary bids from subcontractors and material suppliers.
B. Coordinating community service work with the Kerr County Sheriff's
Department and the Ken County Maintenance Director.
C Work in coordination with a construction supervisor appointed by the Kerr
County Maintenance Director.
D. Keeping accounts of all costs required to complete the work.
E. Setting up and maintaining communications by mobile phone.
F Watching to see that all safety measures are taken and observed by the
personnel or contractors in accordance with applicable OSHA regulations.
G. Coordination of the contractors' work with present activities and functions
of the courthouse as may be necessary.
H. Complete familiarization with the construction documents to be assured
they are followed.
H. Present Change Orders to Commissioners' Court when necessary when
received from and approved by the architect.
I. Review and certification of application for monthly payments to the
contractors.
J Submit a bi-weekly written report of construction progress to the
Commissioners' Court.
K. Attend all construction meetings held by the contractors, and if necessary,
call for such meetings to solve any construction problems which may arise.
L. Participate in a final "punch list" of items to ensure the project has been
competed in a timely and professional manner.
M. Be present for the discussion of all construction related items placed on the
Commissioners' Court agenda.
N. Coordinate construction activities with affected elected officials and
department heads in the courthouse.
O. Maintain a telephone answering service which will serve as the primary
contact for elected officials and department heads in the courthouse should
problems arise related to the finish-out project constructions.
P Perform any additional services which become necessary may be added to
this agreement by the Commissioners' Court.
This Agreement may be terminated by either party at any time during the
construction of this courthouse renovation project upon thirty (30) days written notice to
the other party.
Construction management services work may begin immediately after the
architectural and engineering documents are complete and are accepted by the Kerr
County Commissioners' Court. Work performed by Construction Manager in preparing
construction plans and alternate office layout concepts for offices to be located in the
lower level of the courthouse annex prior to the approval and signing of this agreement
are to be paid at the rate as set out above, but in no event shall the total estimated lump
sum for the construction management services be exceeded without further agreement of
the Commissioners' Court. This Agreement ends upon designation as "Final Completion"
by Commissioners' Court unless extended by Commissioners' Court.

AGREEMENT FOR ARCHITECTURAL SERVICES
Pursuant to Order No. ,~ 7 y L S , R. Keith Longnecker, "Architect", was
hired as the Architect to draw floor plans, elevations, wall sections and details necessary
to complete the finish-out for those unfinished areas of the lower level of the Kerr County
Courthouse Annex, including creating the preliminary design and construction drawings
for the offices of the Kerr County Treasurer and the corridor walls leading to the exit
doors at the west and north sides of the building.
Architect will:
A. Be reimbursed for any long distance telephone calls and other miscellaneous
items, at their actual cost.
B. Submit a monthly statement to Commissioners' Court for payment of
architectural services.
C. Be reimbursed for typing and clerical services at the Architect's actual cost,
not to exceed $10.00 per hour.
Drawings and services to be performed by Architect are as follows:
A. Preliminary floor plan sketches showing office locations and arrangements.
B. An overall lower level floor plan showing the location of the Kerr County
Treasurer's offices and the exit corridors.
C. Complete construction drawings for the Kerr County Treasurer's offices,
including floor plans, elevations, a ceiling plan, wall sections, door details,
window and counter details HVAC and electrical drawings and divisions and
sections of specifications required for the different components of work
involved in the finish-out.
D. A cost estimate of all construction work, including professional fees, permits,
material costs and any subcontractor costs.
E. At the completion of the work, any operations and maintenance manuals and
"as-built" drawings will be provided to the Kerr County Commissioners'
Court.
F Prepare and approve Change Orders for Construction Manager to present to
Commissioners' Court when necessary.
G. Attend all construction meetings held by the contractors, and if necessary, call
for such meetings to solve any construction problems which may arise.
H. Participate in a final "punch list" of items to ensure the project has been
competed in a timely and professional manner.
I. Be present for the discussion of all construction related items placed on the
Commissioners' Court agenda.
J. Perform any additional services which become necessary may be added to this
agreement by the Commissioners' Court at $40.00 per hour
K. Oversee compliance by the Architect, construction manager, contractors and
subcontractors with any governing codes or State of Texas requirements
Drawings will begin immediately upon acceptance of this proposal and upon
signature of a written agreement for architectural services by the Architect and the Kerr
County Commissioners' Court.
This agreement ends upon designation as "Final Completion" by Commissioners'
Court unless extended by Commissioners' Court.
Architectural fees:
A. Preliminary floor plan sketches
(completed with court order # 27032) $ 0.00
B. All other construction documents, including any bid forms
and other administrative services mentioned herein $1,680.00
C. Consulting engineering services $1.550.00
Total fees for Part One $3,230 00
