Judge Henneke:
The total funding that we are eligible to receive from the Criminal Justice Division of
the Governor's Office under the Juvenile Accountability Incentive Block Grant (JAIBG)
for the 2002-2003 fiscal yeaz is $15,328. This total includes $6,744 waived to the county
by the City of Kemille and the required matching funds of $1,532. The City Council is
approving the resolution to waive the funds on January 22"a
The funding for 2002-2003 will be used to continue ongoing projects funded through
previous block grants and the funding of a new counseling program for juveniles in the
community under the supervision of juvenile probation. The funding breaks down as
follows:
$10,400 will pay for additional group and individual counseling services (400 hours)
provided to pre-adjudicated residents while they are in the facility by a licensed
Professional Counselor (LPC).
$2,600 will pay for 100 hours of individual counseling provided to Kerr County
juveniles after they have been released from detention as a new aftercare program.
$2,328 will be used for staff development training for facility staff.

Resolution
Kerr County Commissioner's Court
WHEREAS, the Kerr County Commissioner's Court finds it is in the best interest of the
citizens of Kerr County, that the Juvenile Accountability Incentive Block Grant Program
be operated utilizing the fiscal year 2002-2003 funds; and
WHEREAS, the Kerr County Commissioner's Court has considered the proposed
application for State and Federal assistance for said project; in the amount of 13 796 to
be submitted to the Governor's Criminal Justice Division; and
WHEREAS, the Kerr County Juvenile Board has agreed to provide matching monies
for the said project in the amount of 1 532, or an amount equal to one-tenth of the total
project cost, as required by the grant application; and
WHEREAS, the Kerr County Commissioner's Court has agreed that in the event of loss
or misuse of the Criminal Justice funds, the Kerr County Commissioner's Court assures
that the funds will be returned to the Criminal Justice Division in full.
NOW THEREFORE, BE IT RESOLVED that the Kerr County Commissioner's Court
approves submission of the grant application for the Juvenile Accountability Incentive
Block Grant Program 2002-2003, to the Criminal Justice Division, in the amount of

Enclosed is notification for the application kit for the fscal year 2001 Juvenile Accountability Incentive Block Grant
Program. Over 200 local units of government are eligible to apply for these funds. To learn more about JAIBG programs
you can go to the web site, vvvdw.ojjdg.ncirs/laigb. Our office has been provided with the allocations necessary to
disperse these funds to your area. KERR COUNTYis eligible for $7,726 with a ten percent (10%) match of $858 making
the total project budget $8,585.
The deadline for an application submission sent directly to the Criminal Justice Division is due on or before
January 31, 2002. Please send one original application and one copy. We would like to emphasize that this is not a
competitive application process however, you do need to apply. The funds have been designated to yourjunsdlction to a;d
in the reduction of juvenile crime. You will find the application kit and a list of allocations cn the main. Governor's Office
web site. htto %iwww.covernor.state.tx.us. Then click on The Office and then the Criminal Justice Division.
Review the guidelines and then reconvene your Juvenile Crime Enforcement Coalition (JCEC) to approve a plan for the
FY 2001 funds. If your jurisdiction is not able to utilize the funds you have two options:
1. You may return the funds to the State by signing the enclosed top portion of the Waiver of Application
form (also found on page 38 in the application kit) and by passing a resolution waiving the funds back to
the Governor's Criminal Justice Division.
2. Or you may designate a neighboring jurisdiction by signing the bottom portion of the Waiver of
Application form and by passing a resolution allocating your money to that jurisdiction. The resolution
should be given to the recipient of the funds for inclusion in their application.
Submit your application as soon as possible in order to receive the awarded grant. If you intend to return the funds to the
State, submit the Waiver form and resolution by mail immediafely to: PO Box 12428 Austin, Texas 78711 or fax to 512-
475-2440, attention Louri O'Leary.
We plan to use waived funds to support regional projects for jurisdictions that were not eligible under this program. If you
