Background Information We aze nearly to the point in time where bids will be solicited for elements of Phase I of the Kerrville South Wastewater Collection System Project. Current State rules require that at least '/z of a previously awarded project's funds must be "obligatcd" within 12 months of the awazd contract date. This means that 50% of funds currently awarded for this project must be obligated before we can apply for future funding. Scheduling for the bid solicitation, review and awazd would require us to award a Bid by May 13, 2002, thus obligating current funds, and making us eligible to apply for additional funding to continue forward with this project. We have 2 areas that appeaz to be likely targets for the 2002 Colonia application: the remainder of Loyal Valley (Frederick, Geo. Muck, Shannon) or Ranchero Road itself, including the duplexes on the south side, the apartments and mobile home park on the north side down to Camp Meeting Creek. Because a high level of low/mod income is required for a successful application, the Loyal Valley area is more likely to qualify. Since it looks as though we may still have to switch the service azea for the 2001 Colonia away from Wood Drive, we also need to decide what azea gets the service instead. Perhaps these funds can be used to serve Ranchero Road. Please advise... I will need to conduct the income survey for the proposed 2002 target area in the next few weeks. It still looks like we will be able to apply using $SSK in match from UGRA instead of $75K as last time. Is providing the match still no problem, Jim?
