City staff has completed an inventory of the type and condition of the airport fencing and has determined that of the approximately 4.5 total miles of fence, better than 3 miles are in poor condition and need to be replaced. A proposal has been made to begin a program of fence replacement and improvement that reflects both the need to keep wildlife off the airport as well as control public access to active areas. Recently Congress again passed legislation that provided grant funds specifically entitled for general aviation airports across Texas, and the Kerrville airport has been included in this program. A preliminary estimate of $148,000 could install new fencing to limit both wildlife and public access to the ramp area of the airport, and replace the majority of the existing fence that is in poor condition. The estimate is within the funds available to the airport through an entitlement grant of $150,000. The entitlement funding would require $16,667 in matching funds from the airport, which were not specifically included in the FY2001/02 budget. n co The FY2001/02 Airport Fund has $65,000 in line item 513 "Grant Expenses" designated for AIP property acquisition in RPZ. Each property acquisition is treated as a separate grant by TxDOT, and will require the airport to match 10% at conclusion of the purchase. At this point half way through the FY2001/02 budget year, TxDOT is still unable to tell me what property or easements the airport needs to purchase, because the Master Plan Airport Layout Plan (ALP) is still in review by the FAA for approach and airspace determinations. When the ALP is released by the FAA to TxDOT, land purchase or easement acquisition can be determined. With the current timeline, it is unlikely that all property or easement acquisition can be accomplished in this budget year. If the Kerrville City Council and Kerr County Commissioner's Court determine it is in the best interest of the airport to do the fencing project with entitlement funds, staff proposes to use $16,667 of the $65,000 budgeted for AIP property grant match, and replace the funds in the FY2002/03 budget. 800JUNC110N HIGHWAY •KERRVILLE, TEXAS 78028-5069 • 830/257.8000 THE CIiV OF KERRVILLE, TEXAS At the April 10, 2002 meeting of the Kerrville/Kerr County Joint Airport Board, the Board recommended applying for entitlement grant funds for fencing improvements at the airport. The proposed fencing improvements will improve the wildlife resistance of the airport perimeter, but will not prevent white tail deer from entering the airport over even the best of our existing fence. The eventual replacement of all existing fence with game fence will provide the best protection for the airport operations areas. JOINT RESOLUTION SUPPORTING APPLICATION TO THE TEXAS DEPARTMENT OF TRANSPORTATION'S FISCAL YEAR 2001-2002 AVIATION CAPITAL IMPROVEMENT PROGRAM FOR FENCING IMPROVEMENTS AT THE KERRVILLE/KERR COUNTY MUNICIPAL AIRPORT WHEREAS, the governing bodies of the City of Kerrville, Texas ("City") and Kerr County, Texas, ("County") joint owners of the Kerrville/Kerr County Municipal Airport ("the Airport"), desire and intend to make certain improvements to the Airport, specifically fencing improvements along the airport's perimeter, to improve wildlife resistance and to control public access to airport property; and WHEREAS, City and County are currently eligible to apply for a Federal Non-Primary Entitlement Grant of $ ] 50,000.00, as administered by the Texas Department of Transportation; and WHEREAS, the total project cost of improving the perimeter fencing is estimated to be $148,000.00, and the City and County wit I be responsible for a local match, currently estimated to be $16,667.00; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KERRVILLE, KERR COUNTY, TEXAS AND THE COMMISSIONERS COURT OF KERR COUNTY, TEXAS: SECTION ONE. That the City of Kerrville and the County of Kerr hereby requests Federal Non-Primary Entitlement Funds from the Texas Department of Transportation for the purpose of funding the fencing improvements. SECTION TWO. That the City Manager for the City of Kerrville is hereby authorized and directed to execute on behalf of the City of Kerrville and Kerr County, as the owners of the Airport, at the appropriate time, and with the appropriate authorizations of the City Council and the Commissioners Court, all contracts and agreements with the State of Texas, represented by the Texas Department of Transportation, and such other parties as shall be necessazy and appropriate for the implementation of the improvements to the Airport. SECTION THREE. That the amount of $16,667.00 is available in the City's Fiscal Year 2001-2002 budget (specifically Budget Acct.
