THESE PERSONNEL ISSUES SHOULD BE DISCUSSED IN EXECUTIVE SESSION. The Collections Department has become an important source of non-tax revenue for Kerr County. According to Russ Duncan, the office currently handles approximately 125 cases per month and is collecting $92,000 per month, of which $80,000 stays in Kerr County. And the Collections Department continues to take on additional collection responsibilities and assignments. For this Department to be successful, the two individuals working there must be experienced and self-motivated. They need to have knowledge of the workings of the various courts they support as well as County government in general. At this time there is no job descriptions or policy handbook for this Department but they are literally writing the manual as they go along. For these reasons, it makes sense to have a strong # 2 person in the Collections Department to avoid any fall-off with Russ Duncan departure.
