Box 1004 Center Point, TX 78010 RE: Kerr County Water Council Dear Colleagues All of us recognize that water will play a large role in the futwe development of Kerr County, and all of us recognize that the actions we take now will have a major impact on that future. Each of us, as elected or appointed leaders, has a unique voice within our respective organizations as those organizations wrestle with complicated water issues. Each of our respective organizations has its own powers and responsibilities in the water arena. We stand alone in that respect. However, the decisions we take and the measures we enact impact on all the citizens of Ken County and the Hill Country. Because those decisions have an impact far beyond the geographical jurisdiction of any organization, I believe it is incumbent on all of us to discuss with the others water issues and solutions to those issues, always keeping in mind the sovereign responsibilities and authority of each entity. To that end, I am asking you and one of your colleagues to participate in the first session of what I have called the Kerr County Water Council. This initial meeting will be Wednesday, June 5, 2002, at 4:00 pm in Jury Room #1, Second Floor, Kerr County Courthouse Annex., and should last approximately one hour. Staff members are welcome as resources, but I would prefer the discussions to be principally at the policy level. The purpose of the Water Council is not to dictate policy but to educate ourselves and the public on the water issues facing Kerr County and to coordinate, when feasible, our positions on state-wide water proposals and issues as well as local measures affecting the water future of Kerr County. I firmly believe that we can do no harm by public discussion and education. I hope you and your organization will participate fully in this effort.
