KERRVILI.E July 3, 2002 The Honorable Rick Perry Governor of Texas C/o State Coordinator Division of Emergency Management P.O. Box 4087 Austin, TX 78773-0001 Dear Governor Perry: Due to the extreme amount of rainfall that fell in Kerc County ("County') and the City of Kerrville ("City') on July 2, 2D02, the County and the City are currently faang tremendous physical and economic losses. An estimated 200 homes and/or businesses have been flooded within the City with approximately 45 additional homes and/or businesses being flooded within the County, with an untold number of families in need of temporary housing and other individual assistance in both the County and City. There have also been a number of businesses that have sustained sign cant uninsured losses. These business losses will create a severe impact on jobs, production, and revenue. Likewise, public utilities such as water, sewer, electricity, gas, telephones, etc. have been impacted to the extent that there are approximately 1,000 homes and/or businesses being served by infrastructure that is severely damaged and in need of immediate repair. The public works and road situation in Kerr County and the City of Kerrville has been affected to an extent that some homes have been isolated due to impassable roads and water crossings. It is estimated that public utilities, road and bridge damage exceed four and one-heN million dollars ($4,SD0,000.00). It is nur belief that the damage to homes, businesses, public works, and utility systems due to the rain constitutes a public health and safety hazard. We have detemlined that this incident is of such severity and magnitude that an effective response Is beyond Karr County and the City of Kerrviile's capability to recover without supplementary state and/or federal assistance. Additionally, we certify that Kerr County and the City of Kerrville does not have local funding available to make the needed repairs and to provide its citizens with effective relief.
