Williams, The TCDP assistance will cover the 25% local match for Public Assistance categories C-G (pull c facilities) up to $350,000 for work done after the application is submitted. The application process is similar to that for all TCDP projects. we must hold a public hearing and pass a resolution to apply for the assistance, then complete the regular application forms and submit to the State. Once funded, there's a decent amount of paperwork involved for work that County crew a complete, less for work that is contracted, but we will assist regardless of the method used. We can begin with the public hearine; the hearing for the upcoming 2003-04 Community Development cycle (Kerrville South sewer) that we must hold will satisfy this requirement. I had you penciled in for 8/21, but we will need to move this up I think 7/30 would be a good date, if we can get Court approval on 7/22. I will be at Court on the 22nd anyway to ask for approval of the Colonia Plan, so please add the following items to that agenda: -consider approval as reference material the Kerr County Colonia Comprehensive Plan and authorize submittal of the Plan to the Texas Community Development Program for final review -consider approval of a public hearing regarding the County's participation in the TCDP for 6 PM on July 30, 2002. (this one hearing will cover the Disaster Relief, the 2003-04 CD, and 2003 Colonia Fund applications due later this year) You will also receive a mailing tomorrow or Thursday that we sent to all our affected clients that discusses the TCDP Disaster Relief and the HOME Disaster Assistance programs. The HOME assistance will help replace or rehab single family homes damaged in the flooding. Both the City and the County can apply separately for the TCDP and/or the HOME assistance depending on the needs. The Texas Community Development Program Disaster Relief Fund helps pay your 25% local share for FEMA Public Assistance, categories C-G (public infrastructure). Grants of up to $350,000 may be made, depending on the need for assistance. A full application including a public hearing and local resolution must be submitted to the TCDP to qualify. Unlike regular TCDP grants, Disaster Relief may be made without regard to the income status of the community's residents. There is a substantial paperwork burden for both the FEMA and the TCDP grants if the work is done using local crews that we can help you manage. GrantWorks has assisted dozens of cities and counties with their Disaster Relief grants including Medina, Kendall, and Bandera Counties following the 1997 floods. Texas HOME Program Disaster Assistance is available to rehabilitate or rebuild single-family homes occupied by lower income residents that were damaged or destroyed by the flooding. The assisted home will be raised to an elevation above the 100-year flood boundary. Assistance can be made to homes that also receive limited FEMA assistance but that still do not meet local and state housing standards. GrantWorks has already helped Jim Wells, Cottle, and Medina Counties receive HOME Disaster Assistance grants in 2001-2002. By far the largest service provider of this type in Texas, we have completed more than a thousand units of housing rehabilitation and reconstruction through the HOME Program and the TCDP in the past 7 years. GrantWorks' professional staff completes the application and administration of both TCDP and HOME grants at no charge to the local government (our fees come from a portion of the grant proceeds if a grant is awarded). Funds are limited for both these programs. With 13 counties declared and as many as 20 more pending, the award process will be somewhat competitive. Bidding for materials may be waived in favor of telephone quotes. ^ If work is done using private contractors bidding process may be waived in favor of telephone quotes. • Funds should be available within 30 days of County's final agreement with FEMA. ^ Recent area grantees: Medina County, Kendall County, Bandera County (1998) TEXAS HOME PROGRAM Disaster Assistance ^ A stand-alone program Thar provides grants of up to $500,000 to eligible entities for replacement or major renovation to damaged homes. • Eligible entities include governments and 501(c)(3) non-profit organizations. ^ Managed locally, with local guidelines adopted by the local governing body and approved by the State. ^ Focus is typically on elderly, low income, and disabled homeowners who lack adequate insurance. ^ Grants are given To individual homeowners based upon a competitive scoring process that considers age, income, disability status, and extent of damage. • Typical grants to homeowners range from $25,000 to $45,000. • Assisted homes in the 100-year floodplain must be moved or elevated above the flood stage limits. The land under homes that are moved must be restricted from further development other than low-density open or recreational space. ^ Based on recent agency experience, HOME Disaster Assistance applications will likely be received in September or October. • Recent area grantees: La Coste, Medina County, Hondo (2001) Other agencies to contact for financial assistance: ^ Natural Resource Conservation Service (NRCS), your local USDA representative (formerly the Soil Conservation Service) ^ US Corps of Engineers (river cleaning)
