RESOLUTION WHEREAS, the Upper Guadalupe River Authority ("UGRA") was created by an act of the Texas legislature in 1939 as a conservation and reclamation district authorized to control, store and preserve the waters and floodwaters of the Upper Guadalupe River and its tributaries for any beneficial and useful purpose; and WHEREAS, in 1964 84% of the votes cast by the citizens of Kerr County in a special election favored and authorized the UGRA to collect an ad valorem tax not to exceed $0.05 per $100.00 evaluation; and WHEREAS, in 1977 the UGRA constructed the first water treatment plant in Kerr County and sold treated water from the Upper Guadalupe River to the City of Kerrville, thereby reducing the City's reliance on groundwater; and WHEREAS, in 1991 the UGRA began operation of the first Aquifer Storage and Recovery Well in the State of Texas, a project which allowed storage of millions of gallons of treated water from the Upper Guadalupe River in underground reservoirs to be used in times of need, thereby reducing the City of Kerrville's reliance nn groundwater; and WHEREAS, the UGRA is cooperating with Kerr County and the City of Kerrville to extend wastewater treatment collection services to certain residents in Kerrville South and possibly other azeas of the county in an effort to improve water quality in the Upper Guadalupe River; and WHEREAS, the UGRA is currently negotiating with the City of Kerrville for expansion of the city water treatment plant so that UGRA may sell treated water to citizens in the unincorporated areas of Kerr County, thus reducing the reliance upon ground water; and WHEREAS, the UGRA is committed to maintaining and improving the water quality in the Upper Guadalupe River; and WHEREAS, the UGRA has devoted valuable time and resources to assist in regional water planning and currently serves as the political subdivision for the Plateau Water Planning Group (Region ~. NOW THEREFORE, BE IT RESOLVED by the Commissioners' Court of Kerr County, Texas, that the Commissioners' Court recognizes the efforts of the UGRA over the yeazs to preserve and protect the waters of the Upper Guadalupe River and expresses its support in UGRA's effort for the expansion of the City of Kerrville water treatment project, regional wastewater treatment project, and efforts to maintain the health and Guadalupe River and its tributaries. regional water planning efforts, and quality of the water of the Upper ADOPTED as of this 9s' day of September, 2002.
