PROCLAMATION Whereas A flood is a natural and expected condition on the Guadalupe River; and Whereas A flood is likely to occur when very heavy rains fall for an extended length of time; and Whereas Slow rains that continue for many hours can also bring on floods; and Whereas Thunder, intense lightning and black clouds are, flood warnings that nature provides; and Whereas At times of heavy rainfall, the Guadalupe River and adjacent creeks flow very full and fast, and a wall of water called a crest is sometimes created, causing a rise of several feet above normal in a matter of minutes; and Whereas The river and creeks can then spread out of their banks to great widths and create severe destruction; and Whereas Weather experts annually predict major hurricanes during this time of yeaz that can potentially cause flooding in our river and creeks; NOW THEREFORE BE IT KNOWN: That I, Fred L. Henneke, County Judge of Kerr County, Texas, do hereby proclaim November I8 through 22"d, 2002, as "FLOOD AWARENESS WEEK" FOR KERB COUNTY" and call upon all citizens of our County to be highly awaze and sensitive to the possibility and criticality of local flooding conditions.
