As my previous email informed you, the 2002 Colonia project for Loyal Valley was not recommended for funding, leaving us with the option of resubmitting the project in November with additional matching funds. We are getting close to 30 days before the due date and so we must move forward with action by the UGRA and the County if we wish to turn in the application. With the additional matching funds I described, the application stands better than an 80% chance of funding since the score will automatically increase by 10 points. I did not anticipate the high level of competition for 2002 Colonia funds or I would have recommended the larger matching fund commitment for that application as well. We will be able to proceed with just UGRA board and Commissioners' Court approval as the public hearing held in late July will suffice for this application as well. The earliest the UGRA would need to provide the matching funds for this 2003 project would be June of 2003. At that time, some initial payments for engineering and administrative services would be necessary. Please let me know what your feelings aze about the 2003 Colonia funds. Please keep in mind that after the already-submitted 2003-04 CD (Ranchero Road) and possible 2003 Colonia (Loyal Valley) applications there will not be another chance to receive grant assistance until 2004. As it turns out the 2002 Colonia competition was the most competitive ever. The minimum funded score was 360 points, 3 more than the County's 2001 funded application received and 6 more than the score received in 2002. The 2002 Colonia project is for the rest of the Loyal Valley neighborhood (Geo Muck, Frederick, etc.) Ali news isn't bad however. The application recieved the 2nd highest score of the 37 applicants under "project design" (131 out of 135) and was ranked 17 (13 were funded). The 2003 Colonia deadline is November 21, 2002 (about 6 weeks away). With an "adjustment" (pardon the euphemism, Jim) to the local matching amount the re-submitted application will gain an additional 10 points. With these points, the score should be in the 362-363 range, within the funding range for the 2002 competition. Due to the State's scoring formula, we can gain 10 additional points under "Benefit to Low(Moderate Income" if we shift some of the costs for engineering and admin to local match and use morc of the grant funds for actual construction. We will reduce our fee request for admin from $40,000 to $28,000 with $25,000 coming from the grant and $3,000 from local match. We will ask Kamran to reduce his fee from $72,000 to $67,000, all coming from local match. This brings the total match to $70,000 or $15,000 more than the $55,000 the UGRA boazd pledged in May for the unfunded 2002 Colonia application. The funding would be available no earlier than April of 2003. * * * Sim, will it be within the realm of possibility to ask the UGRA boazd to increase the local match commitment to $70,000 with the great chance of receiving $475,000 in construction funds?*** Obviously, if the project is again not recommended for funding there would be no commitment. lOfll02 Yage 2 oY l This project, coupled with the remaining funds from the previous projects and the pending 2003 Community Development project (Ranchero) should allow the completion of 90% of the Kemille South sewer service area that is eligible for grant assistance. UGRA is looking forwazd to the funding of this project, the removal of failing on- site sewage facilities (OSSF) and the remediation of the pollution in Camp Meeting Creek.
