As we discussed, here is a resolution to apply for the 2003 TCDP Colonia Fund that echoes
the Court Order of October 28, 2002.
If further Court action is required before the Judge and Clerk can sign, please place the
item on your agenda for the November 12 meeting.
Otherwise, please complete resolution and return to me.
Also enclosed are nine (9) copies of the Kerrville South status report for your use.

RESOLUTION
A RESOLUTION OF KERR COUNTY, TEXAS, AUTHORIZING THE SUBMISSION OF A
TEXAS COMMUNITY DEVELOPMENT PROGRAM APPLICATION TO THE OFFICE OF
RURAL COMMUNITY AFFAIRS FOR THE COLONIA FUND; AND AUTHORIZING THE
COUNTY JUDGE TO ACT AS THE COUNTY'S EXECUTIVE OFFICER AND AUTHORIZED
REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE COUNTY'S PARTICIPATION IN
THE TEXAS COMMUNITY DEVELOPMENT PROGRAM.
WHEREAS, the County desires to develop a viable community for all its citizens;
WHEREAS, certain conditions exist in the community which represent a potential threat to the
public health and safety; and
WHEREAS, it is necessary and in the best interests of the County to apply for assistance
through the Texas Community Development Program;
NOW, THEREFORE, BE IT RESOLVED:
Section 1. That a Texas Community Development Program application is hereby
authorized to be filed on behalf of the County with the Office of Rural
Community Affairs for funding consideration under the Colonic Fund;
Section 2. That the application be for up to $500,000 of grant funds to carry out sewer
improvements in the Kerrville South colonic area;
Section 3. That the County Council directs and designates the County Judge as the
County's Chief Executive Officer and Authorized Representative to act in all
matters in connection with this application and the County's participation in
the Texas Community Development Program;
Section 4. That matching funds for this project be the responsibility of the Upper
Guadalupe River Authority, which shall commit to providing such funds by
resolution of their governing board.
Section 5. That any and all improvements undertaken by this program shall become the
property and responsibility of the Upper Guadalupe River Authority upon the
completion of the program.
