See Agenda Request Rule Adoption by Coarraissionae' Court. 2002 ANNUAL REPORT KERR COUNTY' HISTORICAL COMMISSION TO KERR COUNTY COMMISSIONERS COURT December 9, 2002 2002 Annual Report Kerr County Historical Commission 13y charter the Historical Commission is to report annually to the Court on the following: Activities Membership Leadership This report is being presented for the records of Kerr County on December 9, 2002. In addition to the required part of this report, a 2003 status report will update the Court on the current needs of the Commission and expected activities. 2002 ACTIVITIES Markers During this reporting year (2002) one Texas Historical Markers was dedicated: Zion Lutheran Church -Earlier in the year the Texas Historical Marker was approved for the 7_.ion Lutheran Church. The final script for the marker itself has not approved by all concerned until late this year. The dedication took place on October 16, 2002 with about 60 in attendance. The following markers applications have been submitted to the Texas Historical Commission this calendar year. Hunt, Texas -This application is now being worked in Austin. Shoemaker Crossing -This application has been returned to the applicant for additional inforn~ation. The following markers applications have been submitted to the Texas Historical Commission for over one year with the following determination. Re-submittals ~i~ll be filled or new applications made. A.C..Schreiner, Sr. Residence -The THC's architect did not like the paint colors selected as they did not match the original colors. Union Church Building -The application was for a subject marker. THC denied a marker far the building based on the fact that the building had been relocated from its original location. However, the application was not for a building marker but a subject marker. The issue is still being pursued. Union Church Building Restorations Work continues on the Union Church Building. The planned dedication of the building is I?ecember 24, 2002 at around 3:00 pM - 118 years from the date of the original dedication i~fiich took place on Christmas Eave in the year 1884. The building will not be complete finished, but close enough in order to hold the dedication on the significant date. At this time, it is planned, to have the four original churches using this building to be represented by their current pastors. This is a project that has been in the wrorks for over five years. Hundreds of people have participated in this endeavor. Although the building is not 100°% complete, the Commission does see the end in site. To date a little over $200,000 has been raised for this restoration project. Another $20,000 will be required to complete the work. Numerous fund raising projects arc under way at this time -letter waiting campaign, grant applications, historical calendars, collectors plate and individual solicitations. The Historical Commission thanks the Court for all the assistance provide over the past four years. Taking owatership in the building, negotiating the land lease with Schreiner University, and the financial assistance have all been a major part of this project. In addition the Commission thanks the City= of Kerrville in the assistance provided from the building inspection department for all the cooperation the}' have provided. This building will be a great asset to the community and Schreiner University. The I Iniversity has made it possible for the project to move forward. With an auditorium type seating of 1 l0 and a workshop seating of 40-60, this structure will be used as a prime meeting place in the city. It is still planned that the rental scheduling for the use of the building will be worked through the Kerrville Main Street office. Collectors Plate As part of the fund raising for the Union Church Building, the Commission is having 150 numbered collectors plates manufactured. Each plate will have a picture of the Union Church Building, as restored, surrounded by a picture of the original four church that occupied the building. On the back of the plate will be a short description of the history of the Building. These plates will first be offered for sale at the dedication ceremony on Christmas Eve. The plates will he $35.00 each. Calendar 2003 In a continuing effort to raise money for the work on the Union Church Building, the 2003 Historical calendar has been printed and is now being distributed throughout the community fora $10.00 donation. As you know, the Friends area 501 (c) 3 corporation. Therefore, all funds go through the Friends account and are applied to the restoration of the Union Chwch Building. Oral History As of the end of 2002 there will be approximately 50 oral histories completed with a waiting list of around 40. Many needing to be interviewed during 2002 have pasted away without their important part of Kerr County History being recorded. Most of 2002 has be devoted to recording these oral histories on CDs. Two copies of each are being made. One will be kept in the Archives here in the Courthouse and the other will be made available at the library for the public to check out. In addition, a back up copy is being made to remain with the Oral History Committee. A great deal of thanks is owed to Ann Bethel for all of the time consuming work required to support this program The decision is still has to be made as to what to do with these completed documents. At the present time discussions are taking place with the library as to where the Historical Commission fits into the restored History Library. At present the Oral History Committee occupies most of the small building behind the library. The consciences of the Committee is that it would be best to remain in this building with the addition of a/c and heat. The building provides great space for conducting and taping oral interviews, small meetings, and office space for our computer setup. Historical Marker t,ocation Brochure The Marker Brochures have been updated with location of all new markers and reprinted. With the help of Rosa Lavender, Joe Herring Printing, Clarabelle Snodgrass & CVI3 this project was accomplished with a minimum expense to the Commission. The majority of the 5,000 plus copies printed were given to CVB for distribution. Additional copies were placed around tawn in visitor locations. Archives The Commission Archives Room is still located in a small room in the basement of the Courthouse. To date there are thousands of pieces of Kerr County history located in this small room. However, they are not available to the public due to the location and size of the room. Many improvements and additianal space is need in this area. During the 2003 time frame it is hoped that some of this work can be accomplished. Courthouse Display Cabinet The display cabinets in the Courthouse are maintained by Rene Sherman and her Archives Committee. Should there be any particular displays the court would like to see in the cabinets, let the Commission know. These cabinets are for your use as well as the Commissions. Budget The 2001-2002 budget from the Commissioners' Court was $12,500.00. These funds were expended as follows: Union Church $10,000.00 Oral History 1,700.00 Archives 300.00 Marker Brochure 400.00 Plaques & Awards 100.00 The 2002-2003 budget from the Commissioners' Court was $2,500.00. These funds have been allocated as follows: Archives $ 300.00 Oral History 700.00 Award Plaques 100.00 UCB Dedication Plaque 1,400.00 MEMBERSHIP Membership stands at 15 active members and 6 members in name only for a total of 21 members. "the 3 members, in name only, have attended very fe~v meeting and have not participated in any projects but still want to be considered members of the Commission. The Commission meets the third Thursday of each month at the Butt-Holdsworth Library at l 1:45 am in the down stairs meeting room. LEADERSHIP The Annual General Membership meeting was held on 19 November. Oral History The oral history projects will continue. Hopefully another 10 interviews can be completed during 2003. Historical Marker Location Brochure Distribution oversight will continue during 2003 and the count of remaining brochures will be closely monitored to assure there is enough quantity in the community to support the demand. Calendar 2004 The "Friends" historical calendar for 2004 is now being worked. The effort will be to bring the calendar on line in early October. The picture research for the program is very time consuming and requires many hours of sifting through old photo albums, different individuals photo files, old newspapers & historical records. The calendars tivill remain available far a $10 donation. History Library The Commission continues to work with the library staff for the storage and display of the Oral History files. During the restoration of the History Library Building some discussions were held reference the exact area to be used for the purpose. However, with the delayed opening of the renovated first floor no firm plans or in hand at this time. Membership The Commission still has a continuing need for individual members in the Commission. There are numerous projects that can be undertaken with members that are willing to actively participate. Over the past several years the Commission has had a number of individuals indicate a wiliness to be on the Commission but did not want to do any work. An active Commission needs willing workers. Kerr County History Update There are two significant places where Kerr County History is recorded. The Kerr County Photo Album, published by the Ken County Historical Commission, and the two books on Kerr County History, Kerr County Texas 1856-1956 by Bob Bennett and Kerr County Texas 1.856-1976 by Clara Watkins. Both of these sources need to be updated. Initial discussions have taken place by the Commission to determine how this should be done. Kerr County Historical Video and Slide Presentation Plans have been initiated to develop a 20-30 minute video of Kerr County History. Assistance in this project has been offered by Rosa Lavender, former reporter for the Daily Times, the local TV station and the High School visual aids department.
