WHEREAS, the Texas Department of Housing and Community Affairs (TDHCA) HOME Program makes available Disaster Relief funds for communities with federal disaster declarations; WHEREAS, a disaster declaration for flooding during July of 2002 was issued by the President of the United States for areas including Kerr County; WHEREAS, the residents of Kerr County suffered substantial property damage and loss, and have not received adequate federal funding to address this situation fully; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS' COURT OF KERR COUNTY, TEXAS: Section 1. That a request be made to TDHCA for a HOME Program Disaster Relief Workshop to be held in the County at the earliest convenient date; Section 2. That following this workshop, GrantWorks prepare and submit to TDHCA a Texas HOME Program-Owner Occupied Housing Assistance application for an amount up to $520,000; and Section 2. That the Court designates the County Judge as the person authorized to sign all forms related to the preparation of the application and to execute any HOME agreement; PASSED AND APPROVED on this 27th day of November of the year 2002. Following is the most recent information from the HOME Program about their assistance funds: HOME Disaster Assistance-This program is to replace or renovate homes that were damaged during the July floods. The homes must be occupied by their owners. This program is designed to help those who had inadequate insurance to make the needed repairs to their homes after the floods. It is targeted to households earning less than 80% of the yearly area median family income (e.g., about $27,000 for 2 people or $34,000 for 4). The program will also pay to elevate the rehabilitated or rebuilt structure above the base flood elevation if necessary. The first step required by the HOME Program is to request a Disaster Assistance Workshop in your area (see attached letter). This request DOES NOT commit the County to making a HOME application.
