REQUEST SUPPORT DOCUMENT Date: February 3rd, 2003 TO: Commissioners' Court, Kerr County, Texas From: Linda Uecker, District Clerk, Kerr County, Texas Subject: Re-hire of Simona Garza On March 30, 2002, an employee of 20 years retired at the request of her sons from my staff as a full time employee. She is currently drawing her retirement. She is paying for continued insurance thru the county. She receives retirement compensation of $1,100.00 approximately, monthly. As a result of her retirement I (thru the budget process) eliminated that position completely. Her position was administrative clerk with a 17/9 step/grade ($27,327 annually). The position now open is an entry level position at a step 13/1 (18,667 annually). The highest printed grade level as a 13 is 13/12, which is $24,755 annually. The employee remains on my staff as apart-time employee, and on other days works for various attorneys in order to support herself without the county insurance and has requested to be rehired as a full-time employee. This employee has been employed with the County for over 20 years and I would be honored and very fortunate to have her return to my staff. She is an ideal employee that has been a team player and team leader. Her expertise and loyal service is a valuable asset to Kerr County. Simona realizes that returning would result in the loss of certain benefits such as seniority, sick leave, etc., which is totally acceptable with her. I have not offered her any salary or position at this time, and none is anticipated by her at this time. I am requesting the Court's direction to accomplish this rehire. Options are: 1) Offer the current open position at a 13/1 which would neither be acceptable to her or myself; 2) Offer the position at a 13/13 which would be an annual salary of $24,861.38 and approx. $2500. less than previous annual salary acceptable to me; 3) Offer the position at a 15/9 ($25,374 annually). Any of the above would reduce duties and responsibilities that have since retirement been reassigned to 2 other staff members. She would however as a step 15 be required to additionally serve in an advisory, training and supervisory capacity.
