Judge Tinley Commissioners Baldwin, Williams & Letz Considering that there is considerable impetus among Kerr County citizens for the County to discontinue the practice of contracting with the UGRA for administration of OSSF and Flood Plain programs, and considering there is some support for that among Commissioners' Court members and that the UGRA Board of Directors have indicated that the may not choose to renew the contract, it is prudent that the Court take steps to plan for future administration of OSSF & Flood Plain rules. A good approach would be for the Court to establish a study team charged with analyzing our options and making a recommendation to the Court by June 1,2003. The team should be staffed with persons who have some knowledge of septic and water issues and have an interest in contributing to improving government. I suggest that the team should be comprised of two commissioners, the County's designated representative (Stewart Barron}, and four taxpayer/property owners selected by the Court. Dave Nicholson/#4
