At the same time, it seeks to attract new jobs creating businesses targeted for their compatibility with the community's desire for "clean industry" and a steady rate of growth. Totals: 4832 4788 This sampling of the major employers of the area reflects 197 private enterprise jobs lost; 153 government jobs gained for a net loss of 44 total jobs. CONCERNS: • The advalorem tax base affects the majority of our major employers • The changing environment of health care and shrinking government funds (federal and state) are affecting our community directly and putting our health care services at risk. • The Health Care industry affects the Retirement Industry -both have a direct impact on the Kerrville/Kerr County area. • The possible impacts of reduced government funding (VA, KSH and Medicaid which affects SPMH and area nursing homes) include: 1. Increased law enforcement responsibilities -transportation, dealing with ill people. 2. Local jails would be forced to become holding facilities for the mentally ill and assume the liabilities associated when many jails are already facing overcrowding problems. 3. Emergency rooms would be forced to provide treatments KSH now provides. 4. Unemployment rates would increase significantly in the county as workers search other areas and possibly other counties for employment. 5. School districts and local governments will experience loss of revenue. 6. People facing unemployment quit spending -other services are hurt causing a ripple down effect on the community.
