Box 470 Ingram, Texas 78025 Subject: Review of the Hydrology Study for Stablewood Springs Ranch Dear Mrs. Fox, I reviewed the subject report prepared by Domingues & Associates and it looks reasonable. It is not possible to check numbers without obtaining their source documents and conducting independent calculations. Considering the purpose of the report I do not think that is necessary as it is flawed from the outset, not from a purely engineering standpoint but by its stated purpose. The objective of this type of study is to prevent subdivisions that remove trees and other vegetation in exchange for impervious cover, like roads, houses and driveways, from inflicting flood damage on downstream properties. The area is mostly rock and shallow topsoil. Historic runoff during a flood, after the ground is saturated is about 100% since very little water during heavy rainfall will percolate into the groundwater table. Impervious cover does not increase the amount of runoff in Hillcountry terrain so much as it increases the rate of runoff. Grass, trees and natural rocks slow the water flow. Properly designed holding ponds collect water and release it slowly to slow the rate of run off to its original condition after the paving is put it. That simply restricts the peak elevation of the flood for a given rainfalt to its historic high so that homes are not flooded downstream. In other words, in the 100 year flood, the floodwater will not rise above the flood plane used to determine the safe elevation of the down stream homes. The report does not address construction conditions and is not required to. That is why you are seeing silt and this should improve with time. If you lived over the Edwards Recharge zone your creek would be protected by state taw from soil erosion during development of the subdivision. The state legislature has not seen fit to give the Trinity aquifer and its tributaries the same protection so the developer can mess up the water up all he wants. Cutting cedar increases runoff and groundwater recharge during normal rainfall and the increased "` grass cover slows water runoff during heavy rain- They cannot be criticized for cutting cedar. The differences in coefficients far flood runoff on vacant Land before and after development is going to be small in this area. What the engineers have done, which is proper, is take into account driveways and 5000 sq ft of roof for each residence and the impervious roads in the subdivision. 1 Catherine Fox March 31, 2003 What the engineers have failed to do is meet the stated purpose of the study which is "to determine the pre-construction and past-construction rates to be sure the flows leaving the ranch do not exceed the pre-construction peak runoff rate for the two (2), ten (l0} or one-hundred (100} year storms." The ranch, described in the report in paragraphs above this statement, describe the platted subdivision of the Stablewood Springs Ranch as shown on the plat you supplied. Retention ponds 1 through 4, used to control runoff in the analysis, are not within this plat. Water is in fact allowed to flow out of the ranch into Bumble Bee Creek. This is not a mere technicality. The floodwater collecting capacity of these ponds must be maintained forever. One needs to examine the technical and legal ramifications of not having the ponds under the control of the subdivision. Since the primary purpose of these existing ponds is aesthetic, flood control may be of little importance to the owner of the ponds. 1. If one of the dams is washed out who will pay for replacement. The owner could decide that the aesthetic value of a given pond is not worth the replacement cost. He could prohibit replacement by others. 2. For aesthetic reasons, the water level in the ponds might be raised reducing the capacity required for flood control. The owner could refuse to allow access to the ponds to have this deficiency corrected. 3. Some future owner of the property could decide that the riparian rights of the downstream residences is important during low flow periods, realize that vanity lakes in the Texas hill country are inappropriate and breach the damns to allow Bumble Bee Creek to resume its historic water flow. In conclusion, the flood control capacity of ponds I through 4 is not guaranteed. Domingues & Associates have improperly used off premises facilities that have an uncertain future as flood control structures to retain runoff from Stablewood Springs Ranch. General Presentation: 1. Generally, the report was prepared relative to detention pond locations and the serviced vicinities as a matter of convenience for referring to the pictures and because each watershed so shown leaves the development boundaries. This order also makes it easier to compare Pre- and Post construction for the various vicinities. Since the amount of data for each vicinity is small, the drainage calculations for the three events for a given vicinity are presented on the same sheet. 2. The computer program to clarify the routing of Tables B-9 and B-10, where the amount of data is larger, generated the schematic shown in Chart B-9. The reference "~ numbers in the chart match the hydrograph curve number shown in the first column of the tables. See the hydrograph description column for referencing back to the text. 3. The contour intervals for Maps A-1, A-2, and B-2, are marked on each map. Map B- l has 20-foot contour intervals. Maps marked with the Scale 1" = 100 feet, have 2- foot contour intervals. The source of the contour data is National Geodetic Vertical Datum of 1929. 4. The program used to create and route the hydrographs presented in the report is Hydroflow, from Intelisolve. Technical Content 1. An easement has been provided from Tom Fatjo to Stablewood Development Partnership, L. P. for the use of the ponds as detention for Stablewood Springs Ranch Condominium. 2. Copies of the existing detention ponds as located on the ground are attached herewith. 3. Detention Pond DP-4 is within a 100-year flood plain, DP-3 is not. In a conversation with the floodplain administrator for Kerr County, he indicated that it is acceptable for the detention pond to be located in the 100-year floodplain. 4. The post-construction runoff classification of the area was considered "wood-grass combination" because, some of the trees in the area have been removed, which changed the condition of the area from "woods" to "woods-grass combination." (ref. Technical Release 55} thereby raising the CN number. Sheet 2 of 2 -Drainage Study for Stablewood Springs Ranch Condominium The CN of 80 for the 9.2 acres was used because the grass cover around this hilltop area is expected to be maintained, between fair and good condition, under "woods- grass combination" classification. 5. The reference for existing condition used in this study was for a time before any removal of trees. The pictures presented in Figures A-3 and A-4 show what the area may have looked like at that time. From the facts found, the classification of the existing condition was determined to be "woods, in fair condition" (ref. Technical Release 55). There are several factors that were presented, which contributed to this classification. The aerial photographs presented in Figure A-1 and Figure A-2, appear to show an approximate 90% or more tree canopy cover. Testimonies from several people living in the area indicate that, "the property was covered with Cedar." The photograph presented in Figure A-4 appears to have a 90% or more tree canopy cover, the ground is covered with litter and exposed surface rock. Most of the other hillsides have not been disturbed and are in a similar condition as indicated in Figure A-4. 6. Detention Ponds DP-2 and DP-4 have existing conduits that are smaller than 18 inches. The area from Detention Pond DP-2 through DP-4 has been manicured as illustrated in Figure B-9 through Figure B-14, and it is expected the area will continue to be kept manicured and free of debris. The ponds were constructed prior to the July 2002, rains, and performed satisfactorily. As indicated in the Reservoir Report for ,,,.._ Detention Ponds DP-2 and DP-4 the effectiveness of the outlet structure is minimal until the detained water level reaches and starts flowing over the weir structures. Thus the impact of a closed off orifice structure will have minimum effect on the overall function of the total detention. Further calculations indicate an increase ranging from 1 percent for the 2-year event to less than one half of one percent for the 100-year event, when the orifices are 75% closed off. The proposed Detention Ponds DP-6, DP-7, and DP-8 have outlet structures smaller than 18 inches because they are fairly small ponds, and they will not function ideally with larger conduits. There are ways to address this problem if it is not acceptable to rely on the condominium maintenance to maintain the grounds effectively in this area. 7. The berms for DP-6 and DP-7 are already constructed as presented in the pictures Figure B-17 and B-18. They were constructed with the best available soil to get an effective ground cover. As indicated in the pictures presented, weeds or grass are growing on them and erosion prevention has been achieved. They are shallow ponds constructed with wide berms with approximately 5:1 side slopes, which will further help prevent erosion. The proposed devtilopment includes seventeen residences on 144 plus acres. The Study is difficult to follow for these reasons: • Text pages were not numbered; • Summary Tables were presezrted by drainage area, and included alt three storm e~-ents. A clearer presentation would include all drainage azeas by storm event. • The schematic of tha routing, CFsart B-9, is unclear. It indicates that it is for Drainase Areas 1-4, and pictorially shows nine (9} Drainage Areas aYsd four(4} ponds; • The maps in the relx~rt lack infor~rnation r~arding contour intervals and source of contour daz<3; • Although Technical Release SS (TR 53) is Iisted as the method of determining runoff, there is ne indication of the computer prograPn used to create and rauta the hydrographs pre3entad in the report. TRSS is awell-accepted method of deterr.~ining runoff, which was developed by the United States 17epartment ofApricultwe's Solt Conservation Service (now ttze Natural :Resource Conservation Service). It utilizes drainage a,Yea, slope, and curve munber; which relates to the soil's perascability, simils,r to the "c" factor lased in the Rational Method, but does not correlate exactly. As the Ctu~ve Number gets larger, the permeability decreases, Soil3 are divided irsto four groups, from "A"being the wall-drained, permeable soils, to "D" being the clay or rociy sods wills low permeability. The calculations should include more area with the e:asting CN, and less with CN 80. 1~ review ofthe curve numbers usedin the study resulted in a determination that they were generally reasonable for this application. However, the existing conditions presentad in the report appeared to be woods, in fair condition, with the CN for C soils at 73, for D soils at 79. Not having visited the site, my opinion from the pictwes is the soils woulu be classified as woods/grass in paor condition, with the CN for C soils at 82, and D soils at S6. This would actrally result in slightly higher existing runoff, but is afore reasonable when considering the tativn strip around the homes is a CN of 80. Several of the detention ponds have outlet structures smaller than 18 inches diameter. This car_ result in clogging and is not recommended, especially in this rural area where limbs, leaves, and other debris will be more prone to clogging than in an urban arm,. Detention Pond 6 calls for the proposed material far rho berm to be Type A soil, which tends to be a pen~eabte soil and not typical]y used for berms. In closing, we did not perform a veriticatian of the calculations presented, but feel that as detailed above, there are significant areas of concern that should be addressed before the ~~ourty accepts this development.
