Memorandum April 24, 2003 To: County Judge and Commissioners From: Bill Williams, Precinct 2 Subject: Legislative Cuts to Medicaid The AACOG Board of Directors acted favorably on recommendations from the Legislative Committee to oppose budget cuts to Medicaid, at the request of the Bexar Senior Advisory Committee. According to the Center for Public Policy Priorities, proposed cuts will cost the Alamo Region (which includes Kerr County} a total of $272,622,106 in state dollars and payments. It will reduce services to 30,296 elderly, disabled, children without health insurance and pregnant women, of which 720 reside in Kerr County. The attached spreadsheet provides a look at how these cuts will affect Kerr County. The potential loss in dollars to various agencies that provide services to those in need in Kerr County is estimated to be $4,794,229. The net result of these cuts could likely be a greater demand on indigent health care dollars the county ~ is mandated to provide. By law, we are required to fund up to 8 percent of our tax base `'~~`t ~ `~ for indigent care. We, as county officials, should be registering our opposition to our legislative representatives about the ultimate fiscal impact It~'Iedicaid cuts mean to us on the local level. 2 CSHB 1 A f A ril 10 2003) HHSC DHS and TDH Budgets Estimated Caseload and Total collar Losses cue to mealcald Cuts by Cou nty 2004-2 0 5 ( s o p Total Total Payments Lost Payments Lost HS County Code unty Name otal Dollars Lost, Major Medicaid and CHIP Cuts tate Dollars Cut (GR), SM.
