RESOLUTION The State of Texas County of Kerr WHEREAS, the federal off-system bridge program is administered by the Texas Department of Transportation (the State) to replace or rehabilitate structurally deficient and functionally obsolete (collectively referred to as deficient) bridges located on public roads and streets off the designated state highway system; and WHEREAS, Derr County hereinafter referred to as the Local Government owns a bridge located at Hermann Sons Road Crossing of the Guadalupe River, on Hermann Sons Road, National Bridge Inventory (NBI) Structure Number 15-133-AA0285-001, Local Designation Number 15-133-AA085-001; and WHEREAS, a project to remedy the bridge is included in the currently approved program of projects as authorized by Texas Transportation Commission Minute Order Number 108653. dated 09-27-01, Control-Section-Job (CSJ) Number 0915-15-080; and WHEREAS, the usual fund participation ratio for projects on such program is 80 percent federal, 10 percent state and 10 percent Local Government; and WHEREAS, Texas Administrative Code, Title 43, Section 15.55(d) (43 TAC Section 15.55(d)) provides that under specified conditions the l0 percent Local Government match fund participation requirement may be waived with agreement by the Local Government to perform, or cause to be performed, an equivalent dollar amount of structural improvement work on other deficient bridges or deficient mainlane, cross-drainage-structures within its jurisdiction, such a project of structural improvement work being referred to as an "equivalent-match project"; and WHEREAS, the estimated local match fund participation requirement on the approved federal off-system bridge project is $110.485.00 (dollars}, hereinafter referred to as the "participation- waived" project, such participation requirement the Local Government proposes be waived and in return perform or cause to be performed equivalent-match project structural improvement work. The Local Government must be currently in compliance with load posting and closure regulations as defined in National Bridge Inspection Standards under US Code of Federal Regulations, Title 23, Section 650.303. 2. The equivalent-match project work increases the load capacity of the existing bridge or other mainlane cross-drainage structure, or upgrades the structure to its original load capacity with a minimum upgrade to safely carry school bus loading if located on a school bus route. 3. In performing, or causing to be performed, the equivalent-match project(s), the Local Government assumes all responsibilities for engineering and construction, and complying with all applicable state and federal environmental regulations and permitting requirements for the structures being improved. 4. The work on the proposed equivalent-match project(s) has not begun and will not begin until the local match fund participation waiver approval process has been completed. 5. The Local Government will be allowed three years after the contract award of the participation-waived project to complete the structural improvement work on the equivalent- match project(s). 6. Should this waiver request be approved, an appropriate written agreement or amendment to a previously executed agreement will be executed between the State and Local Government. Kerrville, Texas 78028 RE: Preliminary Evaluation of Low Water Crossings Located on Upper Turtle Creek and Town Creek Mr. Odom: Attached are the results of the referenced study that you requested. Several major problems adversely impact efforts to improve the crossings at these five locations. They include very large drainage basins upstream (67.61 and 72.85 square miles), steep terrain, shallow soil, and narrow canyons. Kerr County is characterized by shallow, rocky soils with very low percolation rates and hilly to very steep terrain which tend to have very high runoff during major storm events. As illustrated in the cross sections, even small storm events cause .--~ very high water surface elevations at each site due to the narrow canyons. Due to the large size (67.61 and 72.85 square miles) of these ungaged drainage basins, we used the Texas Department of Transportation's Regional Regression Equations (Region S) to compute the peak runoff for each creek. The areas and slopes input into the equations were determined from USGS maps. On the ground surveys were performed at each location to determine the cross sections and Mannings "n" factors to be used in the analysis performed with Haestaed's CulvertMaster software. The results of the drainage calculations and analysis of each crossing are included in the appendix and summarized in the Summary_ section. Also included in the Summary Section is a table comparing the various alternatives to the water surface elevations projected under existing conditions. The following is a brief description of each of the crossings: 1) Upper Turtle Creek # 1 -1n order to remain passable during a 5 year storm event that covers the basin, abridge spanning approximately 250' would be required. Given the existing population served by this structure, this would not be economically feasible at this time. Installing either 36" or 48" culverts would allow the crossing to remain passable during the lower intensity, higher frequency storms until such time that development in the area increases the trip generations to a point that the bridge would be more feasible. 2) Upper Turtle Creek #2 -The improvements to this crossing would consist of widening the existing impoundment structure for safety. Anew, small diameter spill structure would be installed to handle the normal flow of the creek without flowing over the roadway, straighter alignment, and safety cables should be included. ~ 3) Upper Turtle Creek #3 - As with #1, it is not economically feasible to construct a bridge at this location. Installing either 36" or 48" culverts would allow the crossing to remain passable during the lower intensity, higher frequency storms. 4) Town Creek #1 -Due to the probability development between this crossing and Town Creek #2, a bridge maybe feasible for either of these locations. The length at this site is shorter and therefor the cost would be lower. 5) Town Creek #2 - As discussed above, one of these crossings will probably be economically feasible. Given the length consideration crossing # 1 may make better choice economically. This site does need improvements due to the poor align and narrow width of the crossing. This would be an excellent candidate for culverts. Right of way will probably be required.
