We have used the 5 year storm event for calculations related to the "low water crossings", and the two (2}, ten (10} and one hundred (100} year storm events for comparing the pre- and post-development runoff rates. This report addressees only that portion of the subdivision that is within Kerr County. PR03ECT DESCRIPTION: The proposed development is a new large tract subdivision partially in Kerr County and partially in Kendall County. The project is located on the west side of U. S. Highway 87, east and north of Comfort, Texas. No portion of the site in Kerr County is located within the limits of the 100 year flood prone area according to the FEMA maps. The tract is currently 100% natural areas, undeveloped, grass, trees and natural rocky ground, with no paving, roofs, etc. The slope of the natural ground is generally steep, averaging twenty (20} percent slope, except for the ridge tops, which are virtually flat. The proposed development consists of a large lot residential subdivision, with forty-nine (49} lots that average approximately four (4.0) acres in size, except for lots 25, 26, 27 and 28 which average seventeen (17} acres in size. There will be approximately 9,500.00 linear feet of new road (4.80 acres +/-} which are generally situated just on one of the downhill sides of the ridge lines. One relatively large house with a topsoil and grassed lawn area around the main house will be built on each lot. We have divided the subdivision into twenty-two (22) drainage areas. Stormwater from drainage areas A, B, D, E, G, H, J, K, and L will be allowed to leave the subdivision freely. Stormwater runoff from the combination of areas "F" and "4" will flow into Kendall County and pass through a culvert that will be constructed beneath the main entrance road to "The Reserve at Falling Waters". It is our opinion that the runoff from these areas will not be increased as a result of the development of this subdivision. The reason for this is that the time of concentration required for runoff to leave each lot will be increased, and correspondingly, the rainfall intensity will be reduced, because of the construction of level building areas for the homes and the addition of topsoil and lawn areas that will absorb more rainfall than the extremely rocky, steep area will absorb in its °- present condition. This leveling, or reduction of the slope of the land, and the addition of amore absorptive soil and lawn area will offset the addition of impervious cover from roofs and driveways. We have provided some typical runoff calculations for each of the three design storm events for a typical lot in these drainage areas (see "Attachment 1 ") that support this conclusion. No calculations have been provided for areas I, 2, 3, 5, 6, 7, 8, C and I. We do not feel that calculations are needed for these areas because the stormwater runofffrom these areas is captured in two existing stock ponds (to remain) located at the down stream ends of areas "C" and "I". These two ponds can each hold several hundred (thousands) cubic feet of additional stormwater runoff volume above the normal pool elevation thereby providing natural stormwater detention. Also, the time of concentration in each of these areas has been significantly increased by the addition of lawns and bar ditches and low water crossings through which the runoff must pass in route to the ponds. The increase in the time of concentration will decrease the rainfall intensity, offsetting the increase in impervious cover. The stormwater runoff from those areas that are numbered 1 through 10, will be collected in a bar ditch along the side of a new road and then will drain across the top of the road through a new "low water crossing". Calculations for the "low water crossings" have been provided herein in accordance with Section 5.06.E of the Kerr County Subdivision regulations (see "Attachment 2"}. HYDRAULIC CALCULATIONS: See "Attachment 1" for the hydraulic calculations for the drainage areas. See "Attachment 2" for the "low water crossings" calculations. CONCLUSIONS: For the above explained reasons and considerations, it is our opinion that the development of this tract as proposed will work together to minimize any adverse impact to private property or public right-of--way either within or outside the limits of the proposed subdivision. Further, provisions have been made to assure that no significant adverse impact will be made to existing drainage systems within public rights-of--way, as required by sections 5.06.B and 5.06.D of the Kerr County subdivision regulations. We have used the 5 year storm event for calculations related to the "low water crossings", and the two (2), ten (10) and one hundred (100} year storm events for comparing the pre- and post-development runoff rates. This report addressees only that portion of the subdivision that is within Kerr County. PROJECT DESCRIPTION: The proposed development is a new large tract subdivision partially in Kerr County and partially in Kendall County. The project is located on the west side of U. S. Highway 87, east and north of Comfort, Texas. No portion of the site in Kerr County is located within the limits of the 100 year flood prone area according to the FEMA maps. The tract is currently 100% natural areas, undeveloped, grass, trees and natural '"~ rocky ground, with no paving, roofs, etc. The slope of the natural ground is generally steep, averaging twenty (20) percent slope, except for the ridge tops, which are virtually flat. The proposed development consists of a large Lot residential subdivision, with forty-nine (49) lots that average approximately four (4.0} acres in size, except for lots 25, 26, 27 and 28 which average seventeen (17) acres in size. There will be approximately 9,500.00 linear feet of new road (4.80 acres +/-) which are generally situated just on one of the downhill sides of the ridge lines. One relatively large house with a topsoil and grassed lawn area around the main house will be built on each lot. We have divided the subdivision into twenty-two (22} drainage areas- Stormwater from drainage areas A, B, D, E, G, H, J, K, and L will be allowed to leave the subdivision freely. Stormwater runoff from the combination of areas "F" and "4" will flow into Kendall County and pass through a culvert that will be constructed beneath the main entrance road to "The Reserve at Falling Waters". It is our opinion that the runoff from these areas will not be increased as a result of the development of this subdivision. The reason for this is that the time of concentration required for runoff to leave each lot will be increased, and correspondingly, the rainfall intensity will be reduced, because of the construction of level building areas for the homes and the addition of topsoil and lawn areas that will absorb more rainfall than the extremely rocky, steep area will absorb in its present condition. This leveling, or reduction of the slope of the land, and the addition of amore absorprive soil and lawn area will offset the addition of impervious cover from -- roofs and driveways. We have provided some typical runoff calculations for each of the three design storm events for a typical lot in these drainage areas (see "Attachment 1 "} that support this conclusion. No calculations have been provided for areas 1, 2, 3, 5, 6, 7, 8, C and I. We do not feel that calculations are needed for these areas because the stormwater runoff from these areas is captured in two existing stock ponds (to remain) located at the down stream ends of areas "C" and "I". These two ponds can each hold several hundred (thousands} cubic feet of additional stormwater runoff volume above the normal pool elevation thereby providing natural stormwater detention. Also, the time of concentration in each of these areas has been significantly increased by the addition of lawns and bar ditches and low water crossings through which the runoff must pass in route to the ponds. The increase in the time of concentration will decrease the rainfall intensity, offsetting the increase in impervious cover. The stormwater runoff from those areas that are numbered 1 through 10, will be collected in a bar ditch along the side of a new road and then will drain across the top of the road through a new "low water crossing". Calculations for the "low water crossings" have been provided herein in accordance with Section 5.06.E of the Kerr County Subdivision regulations (see "Attachment 2"). HYDRAULIC CALCULATIONS: See "Attachment 1" for the hydraulic calculations for the drainage areas. See "Attachment 2" for the "low water crossings" calculations. CONCLUSIONS: For the above explained reasons and considerations, it is our opinion that the development of this tract as proposed will work together to minimize any adverse impact to private property or public right-of--way either within or outside the linuts of the proposed subdivision. Further, provisions have been made to assure that no significant adverse impact will be made to existing drainage systems within public rights-of--way, as required by sections 5.06.B and 5.06.D of the Kerr County subdivision regulations. Regional boundaries should be considered more as transition areas and should be treated accordingly, When working near regional boundaries, regression equations for adjacent regions should be checked and any serious discrepancies justified, References for regional regression equations for the states of New Mexico, Oklahoma, Arkansas, and Louisiana are listed in Section 2-500, 2-302.1.2. RATIONAL METHOD The rational method Is accepted as a means of determining the discharge from drainage areas up to approximately 200 acres, If the drainage area in question is greater than about 200 acres, then the rational method is usually eliminated, and regional regression equations as discussed in Section 2-302.1.1 should be used, (if the watershed is in an urban area, procedures in Section 2-303 should be used,) The rational method is based on the principle that the maximum rate of runoff from a given drainage area for an assumed rainfall intensity occurs when all parts of the area are contibuting to the flow at the point of discharge, The rational method is especially applicable to urban areas and developed sections of right-of-way where the influence of subareas of varying hydrologic characteristics may be weighted. The method is expressed by the formula Q =CIA, where Q = Discharge In cubic feet per second C = Runoff coefficient I = Rainfall intensity in Inches per hour A = Drainage area in acres The runoff coefficient (C) is judgemental and varies with the topography, land use, and moisture content of the Boll at the time the rainfall producing runoff occurs, In selecting the runoff coefficient, consideration should be given to possible future land development which might take place in the next 10-20 years, If land use varies within a watershed, a weighted C value can be calculated for the watershed, Table 5 lists suggested C values for various categories of ground cover, Where the assignment of the C value is questionable, the D-5 Hydraulic Section should be consulted, Intensity (I) can be determined from the formula b I = (t +d)e c where b, d, and a are constants listed by Texas counties in Table 6. The time of concentration (t ) is the time in rninutes required for the runoff to flow from the most hydraulically remote point in the watershed to the facility site and is estimated from the watershed characteristics. The time of concentration will be equal to the distance along the watercourse divided by the average velocity of runoff, Usually, it is advisable to divide the watercourse into segments of overland and channel flows in order to estimate a more realistic time of concentration, If a segment of the watercourse consists of unconcentrateC flow, the velocity of overland flow must be estimated based upon the topography and ground cover. This condition usually exists in the upper reaches of the watershed, Figure 5 provides approximate velocities for various slopes and ground covers, for concentrated flow, the average flow velocity can be estimated from open channel and pipe flow equations. 2-302,2 HYDROGRAPH DEVELOPMENT IN UNGAGED AREAS In some design situations, a hydrograph will be needed in an area where streamflow and rainfall data is not available, Several methods for 12-85 BRIDGE DIVISION HYDRAULIC MANUAL 2 - 1 4 TABLE 5.
