All Kerr County employees shall receive a one (1) step increase, or the equivalent thereof, upon completion of one year's satisfactory employment with the County, another one (1) step increase, or the equivalent thereof; after an additional three years service, and continuing one (1) step increases after each successive 3 years of service-- i.e. 1, 4 7, 10, etc. All such step increases shall become effective on October 1 following the appropriate anniversary. 3. PAY INCREASE POLICY 1n Mr. Nash's Compensation Survey, he reveals that, for non-law enforcement or Road & Bridge personnel, the salary ranges offered by Kerr County are for the most part competitive. However, Łar too many of the County employees are bcated for salary purposes in the bottom end of the salary range. To partially pay for those increases, I would propose that we not fund any merit increases requested in this year's budget submissions. And, those folks that go out and get these different certificates then put themselves in different categories. Am I correct, sir? SHERIFF HIERHOLZER: You're correct. And it takes a lot of years to get to those, you know, master's. COMMISSIONER WILLIAMS: But the path is there. The opportunity is still there. SHERIFF HIERHOLZER: The soonest you can get that master's certificate we're ta:Lking about in here is 10 years if you have a doctorate, or 20 years of service. You'd have to have 10 years service and a doctorate or 20 years service, and that's over 1,000 hours of training. JUDGE HENNEKE: The amendments to the policy as presented are that Number 2 would provide that Kerr County employees would receive a one-step increase with the equivalent thereof upon completion of one year's satisfactory employment, and every three years thereafter, which will be 1, 4, 7, 10, 13, 16, ad infinitum. Paragraph 5 would be amended to delete the merit increase in the first line. COMMISSIONER GRIFFIN: I would move that we adopt the policy as written, with amendments. Any further comments or questions? COMMISSIONER LETZ: Question I have on the projected amount that it's going to cost. Is that a one-time, or is it going to be that much of a budget impact? JUDGE HENNEKE: Well, it's -- COMMISSIONER LETZ: Depends a little bit -- JUDGE HENNEKE: -- going to roll through, but it won't -- it will be -- whatever it is, $127,000 increase in the budget starting October lst. COMMISSIONER LETZ: Right. JUDGE HENNEKE: Budget starting October lst, Year 2001, would just start $127,000 -- I mean, it's going to follow. COMMISSIONER LETZ: I'm just wondering -- I mean -- JUDGE HENNEKE: But it's not an additional one. It doesn't implement $127,000 every year. It's a one-time deal. MS. NEMEC: It's going to be different. You're going to have some employees that are going to quit; you're going to have some that are retiring, you know. COMMISSIONER WILLIAMS: Some will retire, some will leave. MS. NEMEC: Exactly. SHERIFF HIERHOLZER: It's going to fluctuate in our department. MS. NEMEC: I just will always have to give you those numbers during budget. COMMISSIONER LETZ: Right. MS. NEMEC: We'll have to figure it out. COMMISSIONER GRIFFIN: We also have a policy with the entry level for that classification. JUDGE HENNEKE: We already have that. COMMISSIONER GRIFFIN: You know, we have to really pay attention to that. That's the way we make it work. COMMISSIONER BALDWIN: I have a comment, Judge. I am 100 percent in favor of doing this. I just think that we need to do it inside the budget. When we -- when we adopt and vote on the budget, it needs to be in there. I feel like that what we're doing here is increasing or voting on a budget item, and -- and, in my mind, it's an illegal action because we haven't conducted any kind of public hearing. I think if we could roll it into our -- our budget when we approve the budget, then I'd vote for it in a heartbeat. JUDGE HENNEKE: Well, I disagree with that. It is a policy, it's not a budget. It is effective October 1st, Year 2000. COMMISSIONER BALDWIN: Okay. JUDGE HENNEKE: If the Court elects not to allocate funds to implement this policy, then the policy will not be implemented. So, I disagree with your assessment as reflective of the County Attorney, for some reason, that we shouldn't be doing this. COMMISSIONER BALDWIN: No, I beg your pardon, the County Attorney did not advise me on this particular issue. JUDGE HENNEKE: Okay. COMMISSIONER BALDWIN: But the rest of them, you can rest assured that he did. He will be up here to speak about it. JUDGE HENNEKE: All right. COMMISSIONER BALDWIN: Hopefully. We are not in this way adopting a budget. We're not appropriating the funds. We're simply taking action to give direction as to how to begin to allocate the budget for next year, just as if we did -- just as we did when we entered into a three-year lease on patrol cars.
