Commissioner's Court Members: The purpose of this agenda item is to consider the principles underlying our compensation policies and decide whether the County should pay its lowest paid employees a higher salary. Public assistance programs facts: - A family of 3 earning $19,536/year is eligible for food stamps. - A family of 3 earning $20,304/year is eligible for Medicaid. - A family of 3 earning $30,520/year is eligible for CHIP. Kerr County Employee facts: ~~, - Approximately 50 of approximately 3@S employees (17%) are paid less than the salary level for eligibility for food stamps and/or Medicaid. - ~~~ (#) of employees opt not to purchase County health insurance for dependents. ~~, '~ t - Approximately 150 employees (49%) are paid less than the CHIP eligible salary. - Kerr County employee's salaries are below those paid by other Kerr County governmental entities. I suggest that it is not good public policy for Kerr County to establish compensation levels at such a low rate that its employees are eligible for public assistance. At a minimum, we should adapt a policy that we will elevate the lowest salary brackets to a rate above the maximum amount of earnings that qualify for public assistance. We could and should take this a step further and establish pay scales that are competitive with those of other local government entities.
