UGRA should be the administrator of the OSSF rules for Kerr County and Kerr County and UGRA should enter into a new inter-local agreement for the administration subject to the following: • Cost for administration of the OSSF program will be proportionately shared based on actual workload (inspections, permits, etc.). This will be tracked using property ID "R" numbers supplied by the appraisal district. • UGRA and Kerr County will meet to review and agree upon a new fee structure and expenditure structure for the OSSF program. • OSSF program enforcement will be enhanced using data from the appraisal district. • Ken County and UGRA will develop an informative educational pamphlet to be available to the public. • Kerr County and UGRA will look into developing a assistance program to clean up failing septic systems. • The initial agreement will be for one year on a trial basis. Either party may opt out of the agreement with 120 days notice. • Kerr County Commissioners Court will be more directly involved in the appeal process. • All correspondence and literature will be on Kerr County Commissioners Court letterhead. • UGRA will present on a regular basis a status report of the progress to Commissioners Court.
