Williams, Commissioner, Pct. 2 Subject: AACOG Request for Regional Transportation Subsidy The attached letter addressed to you was enclosed with a suggested Resolution sent to me from Dean Danos of AACOG. I will work on the Resolution and ready it for inclusion in our Srst August meeting. This letter sets forth the request for funding and a supporting formula. for consideration which we should probably take under consideration during our budget workshops. We currently allocate $15,000 to Dietert Senior Services for a transportation subsidy, I believe. I have not made copies of this letter and spreadsheet for other members of the court. f a~-c Alamo Area Council Of Governments July 28, 2003 The Honorable Pat Tinley Kerr County Judge 700 Main Kerr County Courthouse Kerrville, Texas 78028 Dear Judge Tinley, This letter is sent as a follow-up to the Area Judges Meeting of July 23, 2003. The topic of the discussion was to present a formula for a suggested contribution from each county in the AACOG region. Please find enclosed a spreadsheet detailing the formula we propose for each county': suggested contribution. The formula used in the spreadsheet is one that has been approved by the AACOG Board of Directors as well as AACOG subcontractors for fair and equitable distribution of transportation funds among subcontractors. This formula is based on the county's population, area in square miles, and the historical number of trips made within that county. Each county has a suggested base contribution amount of $3,000 along with an amount based on the formula. As you go through your budget preparation process, we hope that you will designate funds to accommodate this request. We are confident that the county's residents will benefit from the increased service already evident since AACOG began administration of this program in June 2003. Additionally, the county will benefit by being able to report this assistance toward local match requirements. In turn, Alamo Regional Transit (ART) will benefit by reducing its overhead costs and making those funds available to further improve service. My transportation staff and I thank you for being open to the possibility of providing this assistance. WHEREAS heretofore the Dietert Senior Services of Ken County provided rural transportation to the citizens of Kerr County under the auspices of AACOG, and WHEREAS Dietert Senior Services notified AACOG it would no longer provide those transportation services to the people of Kerr County effective July 31, 2003, and WHEREAS an inter-modal transportation facility located in Kerrville, Texas, is now available and equipped to handle rural transportation services for Kerr County, and WHEREAS Chapter 458 of the Transportation Code of the State of Texas, by definition, provides that the Alamo Area Council of Governments (AACOG) is a "Rural Transportation Provider," and a "Rural Transportation District," and WHEREAS Alamo Area Council of Governments operates ART, providing quality, effective and efficient public transportation, and has now assumed this responsibility for Kerr County, and WHEREAS Kerr County Commissioners Court desires continuation of effective and efficient rural public transportation services for the people of Kerr County, now therefore be it RESOLVED that Ken County will join the Area Rural Transportation system as provided by AACOG effective August 1, 2003, and be it further RESOLVED that Ken County Commissioners Court extends its thanks and appreciation to Dietert Senior Services for its years of faithful transportation service to the citizens of Kerr County, and be it further RESOLVED that copies of this signed Resolution be forwarded to the Alamo Area Council of Governments and the Board of Directors of the Dietert Senior Services.
