This Commissioners' Court will hold a meeting at 10:30 A.M., Tuesday, September 2,
2003, at the Kerr County Courthouse in the Commissioners' Courtroom.

VISITORS' INPUT
Citizens wishing to speak on items NOT listed on the regular agenda, please fill out form
for consideration at this time. Citizens wishing to speak on items LISTED on the regular
agenda, please fill out request form for consideration during discussion on that specific
item. In order to expedite the flow of business and to provide all citizens the opportunity
to speak, the Judge may impose a three (3) minute limitation on any person addressing
the Court.
COMMISSIONERS' COMMENTS
Commissioners and/or the County Judge may use this time to recognize achievements of
persons in their Precinct or to make comments on matters not listed on the regular
agenda.
I. CONSIDERATION AGENDA: (Action may be taken on Items listed
below _ )
1.1 Consider and discuss changing proposed 2003-04 Kerr County budget by
granting a cost of living adjustment (COLA) salary increase of 2 1/2%, or
other amount, to all Ken County Employees and elected officials, and
designating source of funds for any increase(s), as necessary and/or
appropriate.
1.2 Consider and discuss changing proposed 2003-04 Ken County budget by
increasing budgeted group health insurance costs for all elected officials
and employees by 15 %, and designating source of funds for any
increase(s), as necessary and/or appropriate.

1.3 Consider and discuss changing proposed 2003-04 Ken County budget by
establishing a minimum annual salary of $20,812.00 for Kerr County
Employees and granting salary increases up to such minimum to all
employees making less than such minimum, and designating source of
funds for any increase(s), as necessary and/or appropriate.
1.4 Consider and discuss changing proposed 2003-04 Kerr County budget by
granting salary increases to Sheriff's Department Deputies in the amount
of $3,000.00 each, or other amount, and designating source of funds for
such increase(s), as necessary and/or appropriate.
1.5 Consider and discuss changing proposed 2003-04 Kerr County budget by
granting salary increases to Sheriff's Department Jailers and Dispatchers
in the amount of $4,000.00 each, or other amount, reduction of jail and/or
dispatch personnel, and designating source of funds for any increase(s), as
necessary and/or appropriate.
1.6 Consider and discuss changing proposed 2003-04 Ken County budget by
granting a salary increase to the Kerr County Sheriff in the amount of
$26,500.00, or a level comparable to that of the City of Kerrville Chief
of Police, or other amount.
1.7 Consider and discuss changing proposed 2003-04 Kerr County budget by
establishing a Merit Salary Increase fund as a new budget line item.
1.8 Consider and discuss changing proposed 2003-04 Kerr County budget by
increasing or adjusting the salaries paid to Ken County elected officials,
and designating source of funds for any increase(s), as necessary and/or
appropriate.
1.9 Consider and discuss changing proposed 2003-04 Kerr County budget
and/or the establishment of Kerr County fiscal policy by designating a
required Reserve Funds balance to be maintained by Kerr County during
such fiscal period.
1.10 Consider and discuss changing proposed 2003-04 Kerr County budget by
establishing an Information Technology Department budget at the same
funding levels as specified in the 2002-2003 Kerr County budget, plus any
applicable longevity or other adjustments designated by Court.
1.11 Consider and discuss changing proposed 2003-04 Ken County budget by
modifying Court Collections budget account by (1) decreasing Books and
Publications line item from $75.00 to $50.00, or other amount; and (2)
decreasing Travel line item from $1,200.00 to $300.00, or other amount.
1.12 Consider and discuss changing proposed 2003-04 Kerr County budget by
modifying 216th District Court budget account by (1) deleting Elected
Official's salary line item of $1,080.00, or other amount; and (2) adding
to Special Trials line item the sum of $150,000.00, or other amount.
1.13 Consider and discuss changing proposed 2003-04 Kerr County budget by
modifying 198th District Court budget account to add to Special Trials line
item the sum of $150,000.00, or other amount.
1.14 Consider and discuss changing proposed 2003-04 Kerr County budget by
modifying District Clerk budget account by (1) decreasing Operating
Equipment line item from $2,600.00 to $600.00, or other amount; and (2)
adding Capital Outlay expenditure of $2,600.00, or other amount, for
acquisition of big printer.
1.15 Consider and discuss changing proposed 2003-04 Ken County budget by
modifying Justice of the Peace Precinct No. 4 budget account to increase
Office Supplies line item from $2,095.00 to $2,600.00, or other amount.
1.16 Consider and discuss changing proposed 2003-04 Ken County budget by
modifying County Jail budget account by (1) increasing Employee Medical
Exams line item from $4,000.00 to $4,500.00, or other amount; and (2)
increasing Jail Uniforms line item from $8,000.00 to $9,000.00, or other
amount; and (3) increasing Prisoner Meals line item from $170,000.00 to
$180,000.00, or other amount; and (4) increasing Prisoner Transfer line
item from $16,000.00 to $25,000.00, or other amount; and (5) increasing
Radio Repair line item from $500.00 to $1,000.00, or other amount; and
(6) increasing Training line item from $4,500.00 to $8,000.00, or other
amount.
1.17 Consider and discuss changing proposed 2003-04 Kerr County budget by
modifying Parks Maintenance budget account to decrease Operating
Equipment line item from $2,000.00 to $1,200.00, or other amount.
1.18 Consider and discuss changing proposed 2003-04 Kerr County budget by
modifying Constable Precinct No. 1 budget account by (1) increasing
Miscellaneous line item from $100.00 to $700.00, or other amount, to
acquire radio; and (2) deleting existing Fuel and Vehicle Repair line items;
and (3) adding new Fuel line item in the amount of $1, 300.00, or other
amount; and (4) adding new Vehicle Repair line item in the amount of
$500.00, or other amount; and (5) adding new Vehicle Insurance line item
in the amount of $650.00, or other amount; and (6) adding Capital Outlay
line item in the amount of $7, 200.00, or other amount, to acquire and
equip new vehicle patrol unit.
1.19 Consider and discuss changing proposed 2003-04 Kerr County budget by
modifying Constable Precinct No. 2 budget account by (1) increasing
Postage line item from $37.00 to $100.00, or other amount; and (2)
deleting existing Fuel and Vehicle Repair line items; and (3) adding new
Fuel line item in the amount of $1, 300.00, or other amount; and (4)
adding new Vehicle Repair line item in the amount of $500.00, or other
amount; and (5) adding new Vehicle Insurance line item in the amount of
$650.00, or other amount; and (6) adding Capital Outlay line item in the
amount of $7,200.00, or other amount, to acquire and equip new vehicle
patrol unit.
1.20 Consider and discuss changing proposed 2003-04 Kerr County budget by
modifying Constable Precinct No. 3 budget account by (1) increasing
Miscellaneous line item from $100.00 to $700:00, or other amount, to
acquire radio; and (2) increasing Postage line item from $37.00 to
$100.00, or other amount; and (3) increasing Office Supplies line item
from $50.00 to $100.00, or other amount; and (4) deleting existing Fuel
and Vehicle Repair and Vehicle Insurance line item; and (5) adding new
Fuel line item in the amount of $1, 300.00, or other amount; and (6)
adding new Vehicle Repair line item in the amount of $500.00, or other
amount; and (7) adding new Vehicle Insurance line item in the amount of
$650.00, or other amount; and (8) adding Capital Outlay line item in the
amount of $7,200.00, or other amount, to acquire and equip new vehicle
patrol unit.
1.21 Consider and discuss changing proposed 2003-04 Ken County budget by
modifying Constable Precinct No. 4 budget account by increasing Elected
Official's Salary line item to $29,492.00 before other adjustments or
increases are made to such line item.
1.22 Consider and discuss changing proposed 2003-04 Kerr County budget by
modifying the Sheriff's Department budget account by (1) reducing Group
Health Insurance from $370,008.00 to $279,696.00, or other amount, to
correct error in original budget; and (2) increasing Uniforms line item
from $10,000.00 to $12,000.00, or other amount; and (3) increasing
Crime Prevention line item from $500.00 to $1,000.00, or other amount;
and (4) increasing Training Schools line item from $18,00.00 to
$25,000.00, or other amount; and (5) adding Capital Outlay line item for
$46,535.00, or other amount, to acquire and equip four new vehicle patrol
units.
1.23 Consider and discuss changing proposed 2003-04 Kerr County budget by
modifying the Juvenile Probation budget account by (1) increasing
Attorney Ad Litem fees line item from $25,000.00 to $35,000.00, or other
amount; and (2) increasing Alternate Housing line item from $65,103.00
to $100,000.00, or other amount.
1.24 Consider and discuss changing proposed 2003-04 Ken County budget by
modifying the Health and Emergency Services budget account by (1)
increasing U.G.R.A. Contract line item from $50,000.00 to $64,000.00,
or other amount; and (2) decreasing First Responder Coordinator line item
from $10, 831.00 to $9, 675.00, or other amount.
1.25 Consider and discuss changing proposed 2003-04 Ken County budget by
modifying the Rabies and Animal Control budget account by increasing
Operating Expense line item from $7,500.00 to $8,000.00, or other
amount.
1.26 Consider and discuss changing proposed 2003-04 Kerr County budget by
modifying the County Sponsored Activity budget account by (1)
eliminating and/or reducing funding to selected agencies as may be
determined by the Court; and (2) increasing KCAD (Ken Central
Appraisal District) contract line item from $91,094.00 to $97,648.00, or
other amount.
1.27 Consider and discuss changing proposed 2003-04 Kerr County budget by
reducing or eliminating funding to the Agricultural Extension Service
budget account.
1.28 Consider and discuss changing proposed 2003-04 Kerr County budget by
reducing or eliminating funding for Books and Publications line items to
various departments to the extent that the same can be provided such
books and publications through the Law Library or Law Library budget
account.
1.29 Consider and discuss changing proposed 2003-04 Kerr County budget by
reducing funding to Public Library budget account by 15 %, or other
percentage, of requested amount.
1.30 Consider and discuss changing proposed 2003-04 Ken County budget by
modifying the Fire Protection budget account by (1) increasing all Ken
County Volunteer Fire Department line items from $11,000.00 to
$13,000.00, or other amount; and (2) adding Divide Volunteer Fire
Department line item of $13,000.00, or other amount; and (3) increasing
City Fire Contract line item from $100,000.00 to $125,000.00, or other
amount.
1.31 Consider and discuss changing proposed 2003-04 Ken County budget by
modifying Road and Bridge budget account by (1) adding Engineer's
Salary line item of $23, 868.00, or other amount; and (2) increasing Group
Health Insurance line item from $16,452.00 to $21,937.00, or other
amount; and (3) deleting Contract Engineer's Services line item of
$25,000.00, or other amount; and (4) increasing Employee Medical line
item from $2,000.00 to $3,200.00, or other amount; and (S) increasing
ROW (Right Of Way) Survey and Engineering line item from $4,000.00
to $10,000.00, or other amount.
1.32 Consider and discuss changing proposed 2003-04 Kerr County budget by
modifying Records Management and Preservation budget account by (1)
increasing Old Records Preservation line item from $4,559.00 to
$9,559.00, or other amount, to allow $5,000.00, or other amount, for
allocation to District Clerk; and (2) adding Capital Outlay line item of
$16,000.00, or other amount, to acquire imaging license and equipment
for District Clerk.
1.33 Consider and discuss changing proposed 2003-04 Ken County budget by
modifying Parks budget account by adding to Flat Rock Lake Park line
item the sum of $21,700.00, or other amount, for rest rooms, (L.C.R.A.
Grant - $15,100.00) and footbridge (FEMA - $6,600.00).
1.34 Consider and discuss changing proposed 2003-04 Ken County budget by
modifying Non-Departmental budget account by (1) deleting Information
System Maintenance Contract Services line item in the sum of $45,000.00,
or other amount; and (2) increasing Mainframe Maintenance line item
from $5,000.00 to $8,400.00, or other amount; and (3) increasing Capital
Outlay item from $5,000.00 to $9,200.00, or other amount, for acquisition
of additional hard drive capacity.
1.35 Consider and discuss changing proposed 2003-04 Kerr County budget by
modifying the County Court budget account by (1) adding a new Judicial
Supplement line item in the amount of $4,000.00, or other amount; and
(2) increasing the Mental Health line item from $6,000.00 to $16,000.00,
or other amount, and providing that both of such line items shall be totally
funded from court costs collected from counties for which mental health
cases are heard.
1.36 Consider and discuss 2003-04 Holiday Schedule for Ken County and its
employees and elected officials.
1.37 Consider and discuss adoption of general provisions to 2003-04 Kerr
County budget.
