REQUEST FOR PROPOSALS
HEALTH INSURANCE COVERAGE
On this the 14"' day of October 2003 upon motion made by Commissioner Letz,
Seconded by Commissioner Nicholson, the Court unanimously approved by vote of 3-0-
0 authorize Request for Proposals to be prepared by the Personnel officer, that being the
County Treasurer, for health insurance coverage plans for the County employees for the
period January 1, 2004 through September 30, 2004, with proposals to be submitted on
current coverage benefits as a benchmark, and then any alternate proposals that the
proposer wishes to submit, such Request for Proposals to be picked up on or after
October 31, `03, and to be received not later than December 1, '03, at 9 a.m.

Kerr County's current employee heahh insurance plan expires December 31, 2003. In
order that prospective providers may have adequate time to evaluate the coverage
requirements, loss experience and other relevant factors to submit proposals, it is
suggested that a Request for Proposals needs to be authorized so that bid packets can be
available on or before November 1, 2003, and proposals can be received before the end of
November. This will allow some time for the evaluation of the proposals, which are
received, and the selection of the plan or proposal for the coming year (or coming nine (9)
months if it is desired that the policy period coincide with the County's fiscal year). If
selection of the plan is made in early December, adequate time will remain for enrollment
of personnel in the plan and issuance of identification cards prior to January 1, 2004.
It is suggested that the Request for Proposals affirmatively state that the only proposals
which will be considered are those which specify the total compensation and commissions
to be paid to the agent or broker or alternatively, that the total compensation and
commissioners to be paid to the agent or broker does not exceed a specific amount.
