Camarillo Chairman Date: October 8, 2003 Subject: Alamo RC&D Council Representatives The current by-laws of the Alamo RC&D Area, Inc. dictates that each County Committee will have four individuals represented on the Council. These individuals would be: 1 One Soil & Water Conservation District Director 1 One County Government Official 2 Two At-Large positions selected by the County Committee From the four individuals, one individual must be selected by the County committee to serve on the Board of Directors. In order to conduct business for Alamo RC&D Area, Inc. I must have the names of these four individuals as selected by the County Committee no later the November 21 ~`. The individuals will begin their term January 1, 2004 through December 31, 2004. The individual that is selected to serve on the Board of Director will have an opportunity to be an officer. The selection of a Chairman, Vice-Chairman and Secretary/Treasurer will be done at the Annual Meeting in December from these ten individuals. We will be providing training for these individuals early next year. I look forward to working with everyone to make things happen for the Alamo RC&D Area in 2003. It documents identified problems and opportunities and the developed goals and objectives that will lead the Council in its work. Information leading to the development of the Area Plan was obtained through a variety of sources including Texas Cooperative Extension Service, Council members, sponsors, clientele and surveys. The efforts of Alamo RC&D Area, Inc. are vital to attaining a quality of life and environment in the central and south part of Texas and this plan serves as a concise, accurate and useful focal point that motivates the Council into productive leadership. Established in 1991, Alamo RC&D Area, Inc. is a 501 (c)(3) not for profit organization that addresses natural resource conservation and community development in ten counties in Texas including Atascosa, Bandera, Bexaz, Coma1, Frio, Guadalupe, Kendall, Kerr, Medina and Wilson. The area is considered a mixture of both rural and urban with Bexar County and San Antonio serving as the major urban center and the rural counties and communities form a rough circle azound it. There are over 50 cities, towns and communities served by the RC&D Area. The total population for the area is approximately 1.5 million. MISSION: "To provide a focal point for local leadership to develop and implement strategies for the wise use, development and conservation of the natural resources within the area". VISION: KTo provide a long range program to increase job opportunities, stimulate the local economy, provide and improve eristing community facilities and services and improve the quality of life for the people within the Area". CHALLENGES AND OPPORTUNITIES: The Board of Directors has identified the following resource concerns as High Priority along with the challenges and opportunities for each concern. CONCERN: PRO3ECT MANAGEMENT Challenge: Rural communities need the resources and tools to reseazch, apply and manage grants for projects of importance in their communities. Opportunity: We can provide the necessary tools for communities to be able to apply for and receive grants. 4 CONCERN: WATER RESOURCES MANAGEMENT Challenge: Water supply and waste water treatment systems for rural communities are frequently substandazd or non-existent. Opportunity: We have the ability to locate and help obtain funding and technology providing adequate water supply and waste water treatment for rural communities. CONCERN: ENVIItONMENT Challenge: Awazeness and education on protection of the environment and natural resources. Opportunity: We are able to support and sponsor informational and technical workshops for the public. CONCERN: COMMiTNITY DEVELOPMENT Challenge: Rural communities and non profits lack the funds to undertake projects to improve living conditions and provide services. Opportunity: We have the ability to provide training and support for communities and non-profits to enable them to obtain grants from public and private sources. Challenge: There is an overall lack of economic diversity and opportunity in rural communities. Opportunity: We have the capability to locate and promote opportunities for economic development. Challenge: Community recreational facilities are either non-existent or need to be improved. Opportunity: We aze able to work with communities to build or upgrade recreational facilities 5 CONCERN: HUMAN RESOURCES Challenge: There is a need to improve the ability of rural communities to provide emergency medical care and fire protection. Opportunity: We have the ability to support training and equipment needs of rural EMS and Volunteer Fire Department personnel. Challenge: There is a need to assist communities after a flooding disaster has occurred. Opportunity: We have the ability to provide technical support. Challenge: Communities Lack access to high tech telecommunications infi astructure (high speed cable, distance learning, and distance medicine). Opportunity: We have the ability to locate resources and promote the need for high tech telecommunications in rural communities. II. All communities in the Alamo RC&D Area Gave adequate water supplies, waste water treatment, emergency services, and recreational facilities. III. Implementation of at least two (2) new programs to benefit the environment in communities within the area GOALS: 1. Establish RCBcD project management system 2. Improve water resources managemen 3. Assist communities during disasters Plan of Work: The Alamo RCBcD Area, Inc. develops a plan of work that is based on the objectives, goals, challenges and opportunities identified in this Area Plan. The Plan of Work may cover two consecutive years and contains specific action items describing activities, projects, partners, funding, responsibilities, and time frames that move the Council toward accomplishing their Long-term goals. 7 Approval: The Alamo RC&D Council agrees that the RC&D Program will be conducted in compliance with the non-discrimination provisions as contained in Title VI and VII of the Civil Rights Act of 1964 as amended, the Civil Rights Restoration Act of 1987 (Public Law 100-259) and other nondiscriminationctatutes; namely, Section 504, of the Rehabilitation Act of 1973, Title IX of the Education Amendments of 1972, the Age Discrimination Act of 1975 and in accordance with the regulations of the Secretary of Agriculture (7CFR 15, Subparts A and B) that provide that no person in the United States shall, on the ground of race, color, national origin, age, sex, religion, marital status, or handicap/disability be excluded from participation in, or be denied the benefits oi; or be otherwise subjected to discrimination under any program or activity receiving Federal financial (or technical) assistance from the U.S. Departmeat of Agriculture or any agency thereof. The Alamo RC&D Council agrees that the signing of this document constitutes agreement to comply with Federal laws concerning restrictions on lobbying, adrug-free workplace, and responsibilities for nonprocurement, suspension, and debarment, and State review. The Alamo RC&D Council hereby adopts this RC&D Area Plan and agrees to use effectively the assistance provided by the U.S. Department of Agriculture to realize the goals and objectives outlined herein. Resource Conservation and Development (RC&D) is a unique program that is led by local volunteer councils that help people care for and protect their natural resources in a way that improves the local economy, environment and living standards. The Alamo RC&D Area is one of 23 RC&D Areas in Texas serving Atascosa, Bandera, Bexar, Comal, Frio, Guadalupe, Kendall, Kerr, Medina and Wilson Counties in Central and South Texas. The mission is to provide a focal point for local leadership to develop and implement strategies for the wise use, development and conservation of the natural resources within the area. The Alamo RC&D Area works on Projects to: • Improve services to Youth, Senior Citizens and the community • Provide knowledge of funding for volunteer fire departments and emergency medical services • Provide a safer, cleaner environment for the community • Limit the amounts of contaminants running into creeks, streams and lakes in the area • Raise community awareness about the importance of youth having a positive outlet • Offer strong recreational and character building programs • Provide safe multi use facilities for youth and adults • Improve water resource management • Improve human resources • Assist communities during disasters • Improve the environment All programs and services of the Alamo RC&D Council are offered on a nondiscriminatory basis without regard to race, color, national origin, sex, religion, age, disability, political beliefs, sexual orientalion or marital or family status.
