It's a bit after 1 p.m. I'll call to order the special Commissioners Court meeting scheduled for this date, Thursday, December 4th, at 1 p.m. Only item on the agenda is to open health insurance bids and refer for review and evaluation. COMMISSIONER WILLIAMS: One, two, three, four, five, six, looks like. COMMISSIONER BALDWIN: The "Honorable" Pat Tinley. Who would that be? Oh, I see. We each get one. You're Bill Williams. COMMISSIONER WILLIAMS: wonderful? Gosh, one with my name on COMMISSIONER BALDWIN: JUDGE TINLEY: We have one is from Finley and Associates. COMMISSIONER WILLIAMS: volumes. Man, they're wonderful. An Honor, is? Oh, is that it. COMMISSIONER BALDWIN: Don't worry, it won't JUDGE TINLEY: Next one is from Benefit Planners. You'd think it was Christmastime, wouldn't you, the way they're busting in. COMMISSIONER WILLIAMS: This will give us some practice for Christmas. JUDGE TINLEY: The next one is presented by Ray Rothwell, Employee Benefit Administrators, Inc., and Bryan Finley. Next one is from the Texas Association of Counties Health and Employee Benefits Pool. And the last one is from Wallace and Associates, Insurance and Benefit Consultants. That appears to be all of them. Ms. Alford? MS. ALFORD: Yes, sir? JUDGE TINLEY: These are all that were submitted on a timely basis? MS. ALFORD: Yes. JUDGE TINLEY: Those are all that we have. All in favor of the motion, signify by raising your right hand. (The motion carried by unanimous vote.) JUDGE TINLEY: All opposed, same sign. (No response.) JUDGE TINLEY: Motion does carry. COMMISSIONER BALDWIN: Judge, before you adjourn this court, I have a -- I have an issue I'd like to bring up. It doesn't require any action; I just need to kind of run something by you. Are you ready to do that, or are you going to have discussion about this? JUDGE TINLEY: Well, I don't know that we can have any discussion about this. We wouldn't know what we were discussing at this point, since we just opened it. COMMISSIONER BALDWIN: This is true. JUDGE TINLEY: The only thing that I would mention in connection with this business, because of the time constraints that we're under, it may well be necessary that we have to have a special meeting to consider the review and award of the health insurance contract bid before our meeting on the 22nd. COMMISSIONER BALDWIN: Yes, sir, I think JUDGE TINLEY: Okay. COMMISSIONER WILLIAMS: Judge -- before you do that, Buster, might it not be good for the record for the folks who are in attendance to identify themselves and their connection, just so we know who they are? Since we've already opened the bids. JUDGE TINLEY: Let's start back here. MR. FINLEY: Sir? I'm sorry? JUDGE TINLEY: If you'll identify yourself for the record so that we know that you're here and -- MR. FINLEY: I'm Bryan Finley. We submitted bids in conjunction with E.B.A., with GreenTree, and with TAC. JUDGE TINLEY: Okay. And you, sir? MR. KARLSKIN: I'm Brian Karlskin. I'm a representative with Blue Cross and Blue Shield, as well as with TAC. JUDGE TINLEY: All right. MS. KOLODZEY: My name is Kelly Kalodzey. TAYLOR: And I'm Rhonda Taylor with Taylor Insurance, and I submitted the bid and -- with the Blue Cross/Blue Shield, and also under Bryan Finley, I believe. Both of us submitted the same bid. JUDGE TINLEY: Al] right. Sir? MR. WALLACE: I'm Don Wallace with Wallace and Associates from Seguin. JUDGE TINLEY: All right. MR. WALLACE: We submitted Mutual of Omaha, Benefit Planners, and group administrators for your health. We submitted some separate life quotes and some separate dental quotes. JUDGE TINLEY: Thank you. MR. WALLACE: Appreciate the opportunity. JUDGE TINLEY: You bet you. We appreciate you being here. COMMISSIONER WILLIAMS: You're next. COMMISSIONER BALDWIN: This is going to be exciting for these folks, I know. We have -- we have -- or I have dropped the ball on our annual Christmas party. I know. I know, Bill. We try not to spend over -- MR. FINLEY: Can the rest of us leave, Judge? Pardon me. Hang on a minute. MR. WALLACE: Take up a collection. COMMISSIONER BALDWIN: So -- JUDGE TINLEY: This guy's been to one of these rodeos before, I can tell. He said the magic word. Pass the hat. COMMISSIONER WILLIAMS: He wants to get out before we say, "Buy the brisket, Brian." MR. FINLEY: Yes, sir. COMMISSIONER BALDWIN: We only need $300. No, that's not true. Historically, the Commissioners Court has pitched in $25 or $30 each to buy -- purchase meat, and someone from the community would cook the meat for us. And I'm not sure that we have cookers any more, so -- COMMISSIONER WILLIAMS: I can get you a cooker. COMMISSIONER BALDWIN: Well, would you like to pursue that avenue? I don't remember -- was it $25, Thea, that we all pitched in? MS. SOVIL: It's according to how much the meat cost. COMMISSIONER BALDWIN: Okay. SOVIL: We haven't done briskets in a COMMISSIONER BALDWIN: Okay. Hams, briskets, elephants. What -- how many -- what do we need? MS. SOVIL: Well, I don't -- I figure half a pound per person. COMMISSIONER BALDWIN: I agree with that. And when we serve 125 -- MS. SOVIL: I look at the poundage, you know. I'd get at least 50 pounds of meat, maybe 60. COMMISSIONER WILLIAMS: Okay. COMMISSIONER BALDWIN: So, I still don't know what to say, other than each one of us need to kick in $20, $25, I guess, to purchase some meat. You think you'll find a cooker? COMMISSIONER WILLTAMS: I'll check this afternoon and let you know real quick. COMMISSIONER BALDWIN: That would be good. I like that route. That's the simplest route. So -- and then the day -- if you remember, we normally close down the 24th at noon, or most offices close down the 24th at noon, and that would be a good day to have our luncheon downstairs, like, start serving at 11:00, and, you know, each person around the courthouse bring some kind of a dish to add to it, and we start serving about 11:00, and then get through a little after 12:00, and each elected official does what he wants to. I'm going home, but, you know, whatever everybody wants to do. COMMISSIONER WILLIAMS: I'll probably already be gone, but your plan sounds good. COMMISSIONER BALDWIN: I mean, just kind of nod or something. I'm not looking for any -- JUDGE TINLEY: I'm confident that if Commissioner Williams can find you a cooker, that you can pick up and carry the ball from there, as long as you get the funding. COMMISSIONER BALDWIN: That's correct. JUDGE TINLEY: I think the only -- what we need to do is the members of this Court need to just create a kitty to provide the funding, and whatever's required, we're on the hook for it. COMMISSIONER BALDWIN: You're on. But you're going to need to let them know kind of what your thinking is. COMMISSIONER BALDWIN: Well, really, my question is, is the date -- is the date okay? And how we want to do this meat thing, you know, if we want to -- and I think that's a great plan. COMMISSIONER WILLIAMS: Let me see if I can line up a cook this afternoon, or in the morning at the latest. Then we can determine how much we need to purchase and whatever. COMMISSIONER BALDWIN: Isn't that the day that the Judge hands out the pins? The awards and all? JUDGE TINLEY: Service awards. COMMISSIONER WILLIAMS: Yeah, service awards. COMMISSIONER BALDWIN: We need to make sure that that's done and in place as well. COMMISSIONER WILLIAMS: Are we doing -- JUDGE TINLEY: You seem to bring that up -- are you kind of angling for one of those? Is that the deal? COMMISSIONER BALDWIN: I haven't gotten one in a while; seems like it's my turn, you know. This gold-watching, dead turkey stuff is getting old. Or do we do it a day befo re? MS. SOVIL: The day -- no, w e've done it the day b efore we get off. COMMISSIONER WILLIAMS: The day before we get off, which would mean here what, the 23rd? MS. SOVIL: No, this y ear it would be the 24th, 'cause we're off on t he 25th an d the 26th. COMMISSIONER WILLIAMS: All right. COMMISSIONER BALDWIN: So the 24th is the -- MS. ALFORD: We have a half day on the 24th, too. MS. SOVIL: Not officially. MS. ALFORD: Yes. MS. SOVIL: No, it's not in the -- MS. ALFORD: MS. SOVIL: COMMISSIONER unofficially, we're going t COMMISSIONER you think that will work? Yes, it is. -- budget book. WILLIAMS: Bottom line, ~ have a Christmas party, right? BALDWIN: Yeah, whatever. So, COMMISSIONER WILLIAMS: Sure. COMMISSIONER BALDWIN: We're going to move forward.
