We have the privilege and responsibility to provide our children with a healthy environment in which they can reach their full potential. Sadly, abuse and neglect threaten the well-being of some of our youngest children. Texans are grateful that, when a child's safety is compromised, there are foster parents who are available to provide temporary care. Further, we are deeply indebted to those adoptive parents who offer permanent loving homes when children are unable to return to their biological parents. For those who open their hearts and homes to children in special need, the state offers adoption subsidies. The decision to adopt is a lifelong commitment and often requires a particular sensitivity to issues related to abuse and neglect. Adoptive parents work with caseworkers to ensure that the adoptive home environment is safe, healthy and focused on the special needs of the child. Through love, compassion, and dedication, these adopted children are afforded the best opportunity for future success. I commend adoptive parents for helping young Texans unlock their full potential. November has been designated for an educational campaign to honor adoptive parents and raise awareness of their significant contributions. The observance seeks to promote adoption and to focus attention on the needs of the many children awaiting adoption in our state. At this time, therefore, I encourage Texans to remember that we all have a responsibility to safeguard the children of our great state. Let us support the tireless efforts of adoptive parents, who do so much to strengthen and improve our families, our communities and our state. Therefore, I, Rick Perry, Governor of Texas, do hereby proclaim November 2003. 'f { _ ,, °r ,~ ~ ~ ;. .~- Adoption Month in Texas, and urge the appropriate recognition whereof.
