On this the 24th day of November 2003 upon a motion made by Commissioner Williams,
Seconded by Commissioner Nicholson, the Court unanimously approved by a vote of 4-
0-0 to approval of Resolution to authorize execution of Grant Agreement pursuant to the
Texas Department of Transportation General Aviation Terminal Grant and authorize the
County Judge to sign the same.

Consideration and Approval to authorize execution of Grant Agreement Pursuant to the Texas Department
of Transportation General Aviation Terminal Grant.
The Kerrville/Kerr County Municipal Airport is eligible to apply for and receive funding_pursuant to design
and construction of a General Aviation Terminal facility The program is a State Program administered by
the Texas Department of Transportation (TxDOT) Aviation Division. This Joint Resolution is for County
Commissioners and City Council to authorize staff to pursue General Aviation Terminal facility
The State grant would provide a $300 000• a 50% matching rant for design and construction of a General
Aviation Terminal Facility. A local match of $300,000 would be required to enter into this pro Pram. The
Economic Improvement Corporation (EIC) has awarded $300 000 for the local match. Kerrville has the
opportunity to be a recipient of such a grant.
Kerrville projects an immediate need for a General Aviation Terminal. Based on the $115 to $134 e~r-
square foot construction costs taken from recently built General Aviation Terminals, we estimate that an
approximate 4 500 - 5 500 square foot facility can be built for $600,000. Considering that the State could
provide $300 000 or 50% by a matching grant Kerrville requires only $300,000 to proceed with this
proiect The EIC has awarded $300 000 the local fund match should Commissioners and City Council
elect to proceed with this project
Such a facility would provide a gateway to our community as well as offer lease space to small aviation
businesses and the Fixed Base Operator dispatch. Meeting areas and pilot briefing and waiting areas would
also be provided in this facility The facility would support the local businesses and add an economic
generator to the community.

WHEREAS, the City and County desire to participate in the State Grant Program for the
purpose of making improvements at the Airport; and
WHEREAS, said improvements will consist of the construction of a General Aviation
Terminal facility; and
WHEREAS, the State will allocate funding in the amount of $300,000.00 pursuant to the
Grant and subject to the execution of the grant agreement which requires that the City and County
contribute $300,000.00 in matching funds toward the improvement project; and
WHEREAS, the City of Kerrville, Texas Economic Improvement Corporation recently
approved a project which awarded funds in the amount of $300,000.00 for the local match and the
City Council will consider the approval of this EIC project at their meeting of November 11, 2003;
and
WHEREAS, the City Council of the City of Kerrville, Texas, and the Commissioners Court
of Kerr County, Texas, find it to be in the public interest to execute the grant agreement administered
by TxDOT;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KERRVILLE, KERR COUNTY, TEXAS AND THE COMMISSIONERS COURT OF KERR
COUNTY, TEXAS:
SECTION ONE. That the Mayor and City Clerk, acting on behalf of the City of Kerrville,
Texas, and the County Judge and County Clerk, acting on behalf of the County of Kerr, Texas, are
hereby authorized to execute and attest, as appropriate, a contract with the State of Texas, acting by
and through the Texas Department of Transportation, related to grant funds from the State General
Aviation Terminal Grant Program
SECTION TWO. That the Mayor, County Judge, City Manager, Airport Manager, City
Attorney, and County Attorney are hereby authorized to execute such additional documents as may
be reasonably required by TxDOT in order to comply with the provisions of the above-described
agreement.
SECTION THREE. That the amount of $300,000.00, which has been approved by the City
of Kerrville, Texas Economic Improvement Corporation, and which amount is scheduled for
consideration by City Council at their next meeting, will, if approved, be identified and dedicated as
the City and County funds for the project described in the above described agreement.
