Seconded by Commissioner Baldwin, the Court unanimously approved by a vote of 4-0-
0 to allow Road and Bridge to go out for annual bids on Equipment by the Hour, Paving
Aggregate, Asphalt Emulsions, Corrugated Metal Pipe, Black Base Type AA, Cold Mix
Type CC and Road Base Material.

At this time we ask the Court to allow us to advertise for bids on the following items. We
expect to have the advertisements and bid packets competed in time to award bids during
Court on January 12, 2004,10:30 a.m..

Paving Aggregate
Asphalt Emulsions Oil
Corrugated Metal Pipe
Road Base Material
Black Base Type AA
Cold Mix Type CC
All companies that were awarded the last bid agreed to extend their bids until such time we .
complete a new bidding process. However, the company that had the Road Base bid is no
longer in business. Therefore, before we purchase any significant amounts of base material
before January 12, 2004, we will call for informal bids.
