Background Information Subsequent to approval by Commissioners Court of the revised Kerr County Pazks and Recreation Master Plan, additional corrections were identified, and additional surveys were returned for inclusion and compilation. Further, we had an opportunity to have the "Plan" reviewed by Paul Scallop, who is Project Manager LCRA, Community Services Resource Planning and Development Dept. Mr. Scallop offered suggestions on how the plan could be strengthened somewhat, based on his experience in evaluating plans of this nature that accompany grant applications submitted to LCRA. It then becomes the County Commissioner's task to determine ways to fund improvement projects, induding the solidtation of partners to aid in achieving these objectives. These partners caould include Texas Parks and Wildlife, other government entities such as the Lower Colorado River Authority (LCRA) as well as private foundations, the Chamber of Commerce, various local civic and - service groups, utility companies and local businesses. Site Area Maps Kerr County Par~CS 8 Rerneation Master P/an 2003 2008 -13- METHOD OF PRIORITIZATION OF FACILITIES TO BE DEVELOPED CITIZEN INPUT In order to determine the priority of recreation facilities to be improved or developed, Commissioners Court has again reviewed the recreation survey _._ data for Kerr County for guidance. Randomly selected citizens were given a list of recreation facilities and asked to score the facilities they use and comment on improvements or additions needed. The demand based results were then compared to the recreation facilities that are currently in existence in the County. The result is a list of recreation facilities/opportunities in order of priority. FUNDING AVAILABILITY AND PARTNERSHIP The County is seeking funding for park projects both internally and externally. _ While internal financial contributions are limited due to the nature of the tax- base, extensive in-kind support is available. External sources of funding sought include LCRA and Texas Parks & Wildlife. Other sources of external _ funding include private foundations and private donations of land and in-kind work. Funding sources may be confirmed prior to the County's application for any grant. Strong partnership agreements will be necessary for the park developments planned to succeed. With limited county resources, Kerr County will be teaming up with other government and private organizations to pool resources. This will be the key to the success of this initiative. ECONOMIC BENEFITS Kerr County is continuing to grow as a tourism destination statewide. The addition of public recreation facilities will further enhance and increase the quality of the visitor's experience and subsequently increase the number of visitors annually. CAPITALIZING ON OPPORTUNITIES An important factor in determining the priority and timing of a park development project will be the availability of land and funding necessary to _ initiate such a project. The County will concentrate on securing such contributions in its efforts to implement park projects. The goal of this Master Plan is to provide recreational opportunities for all citizens of Kerr County. 1. National Recreation and Park Association's Park and Recreation, Park and Open Suace St,~ndards and Guidelines was used as a basis for -- analysis of the existing facilities. The County adopted the classifications standards similar to those noted below. _ Suaoested St~ndarids flDr Recr~earion Areas a. Provide one acre of park and recreation space for each 100 _ population 436.5 acres required. b. One-hall of a county's total park and recreation area should be for active recreation and the other half for large parks. _ c. One-quarter of a mile should be the maximum service distance for a neighborhood playground in the average population area. Note: there is not uniform agreement about area standards. There - is uniform agreement about specific space standards for indoor and outdoor facilities, with the exception of swimming and golf. In swimming, the trend is toward construction of neighborhood _ pools instead of community pools. • Suooested Park Classifications The following standards are offered as planning guides for wherever they apply: Neighborhoodp/ay/ot -minimum usable size is 2,500 sq. ft. _ Neighborhood park-playground -part of the elementary school grounds which should be between 10 and 15 acres with service area of one quarter mile for high density development. Such site area will - serve a population of 2,000 to 5,000. This size area can include an outdoor pool, athletic field, game areas, off-street parking, landscaping, and buffer strips for safety and appearance. When it is _ combined with the school site, a separate shelter building is not needed. Kerr County Parks ~ Reoesdon Master Plan 20+D3 20Q8 -15- Community park - in size, 15 to 40 acres to serve a group of neighborhoods having a total population between 15,000 and ~~ 35,000. The service radius is one-half to one mile or one-and-one- half miles in large cities. The facilities may include an athletic field, _.. children's playground, tennis courts, open game area (turf or hard surface), indoor or outdoor pool and a recreation building of at least 25,000 sq. ft. - if the area is not combined with a school building. It -~ should also include parking area, landscaping and buffer strips. Reservation -the acreage would be anywhere from 500 acres up, - within a radius of 10 to 15 miles of the city. As much area as possible should remain in its natural state. Drives, roadside picnic and camping areas make up the facilities, plus boating and swimming if _ water areas are available. • Suggested Standards for Park and Recreation Activities Camping -from 20 to 30 acres is minimum: for 100 to 125 campers _ about 200 acres are needed. Swimming Poo/ -the facilities should serve 3 percent of the -- population at a given time and allowance should be made for 12 sq. ft. per swimmer. The space for pool and bathhouse takes one to three acres depending on design. For parking, more space must be - added. A neighborhood pool is smaller and only a limited building for clothes changing need be provided. Go/f -from 125 to 160 acres is required for an 18-hole golf course. There are approximately 50 golfers per 1000 population. Eighteen holes is sufficient for a population of 25,000. Recreation Bui/ding- one to three acres suggested to serve needs of _ 20,000 people in an average community. Within a school or recreation building, 4,000 sq. ft. are needed for social activities; a multi-purpose room takes 3,000 sq. ft.; a game room, 3,000 sq. ft.; - crafts and hobbies, 3,000 to 4,000 sq. ft.; a kitchen, at least 300 sq. ft.; teenage activities, 2,000 to 3,000 sq. ft For storage 3 to 5 percent of the total floor area is desirable. Municipai5tadium- on an average, five to 20 acres with a 10,000 to 20,000 seating capacity. Tennis Courts -one court for every 2,000 population. A hard surface is recommended. O!f•- 5yreet Parking-400 sq. ft. per car; four people to a car. 2. Citizens Needs Assessment Survev. A Citizens Survey contributed to the assessment of park and recreation needs in Kerr County. The survey produced responses. These two resources provided the primary basis for the recommendations in this Master Plan. It is important to recognize that the needs assessment is Countywide, therefore priority needs will be specified on a Countywide basis instead of community by community. Kerr County is predominantly rural, with 52% of the population living outside of the County's largest city, Kerrville, but the only two other cities are less than 10 miles from Kerrville. This section starts with an examination of the County as a whole and this includes the three cities within the County: (1) Kerrville (2) Center Point and (3) Ingram. Kerr County's recreational resources are plentiful. The Guadalupe River is `~ available for a wide range of recreational uses. The county also has a number of parks and sports facilities available to them. The most populated town located in Kerr County is Kerrville. Most County residents travel to Kerrville for their recreational needs. The outdoor recreational facilities comprise over 1,059 acres of park land. Although 89% of those who responded indicated they use the parks in Kerr County, 90% of them indicated they want more parks. Of those who responded in favor of more parks 52% of them would like to see an additional park along the river. This indicates possibly a community type or county wide park is more what the citizens prefer instead of more neighborhood parks. The majority 67% of those who responded use Louise Hays Park in the center of the City of Kerrville. Some of the attributes which make this a more desirable park Include-restrooms, swimming, group picnic area, individual picnic areas, playgrounds, hiking/walking trails and well maintained landscaping. DEMAND-BASED APPROACH A survey of Kerr County citizens requesting they fist and score the recreation facility needs of their families given the present level of recreation service. The number of recreation facilities that - should be developed for Kerr County is presented in the previous section under facility standards. These guidelines were established by recreation planners using the National Recreation and Park Association's Park and - Recreation, Park and Open Space Standards and Guidelines. Plan implementation and Prioritization of Needs Priority 1- Develop a segment of Kerr County property above Flat Rock Lake Park located between Riverside Drive & SH 27, adjacent to the County's agricultural facilities into The River Star Arts & Event Park. The facility should be designed to stage arts & crafts fairs, festivals, music and cultural events. Development of the facility needs to include restrooms, fencing, lighting, sound systems, electricity, water supply, pavilion, stages and walking paths. Kerr County Parks & Rearation Master Plan 2003 -ZOOS -34- Priority 2 -Flat Rock Lake Park area has the most potential as it is on the Guadalupe River, we recommend development of this park to the standard of Louise Hays or Guadalupe Park. Development needs to include hike and bike trails, swimming areas, boat ramps, playgrounds, playing fields, picnic tables, _._ rest rooms, cooking grills and provide access to River Star Art & Event Park. Priority 3 -Because of the proximity of the most used parks -Guadalupe, Louise Hays and Flat Rock, we recommend the hike and bike trails be used to tie the parks together. This project will need to be a City County partnership to develop "Tri-Park" hike and bike trails to tie Flat Rock Lake Park to Louise - Hays and finally to Guadalupe Park, approximately 5-8 miles along the Guadalupe River. There is a need to consider opportunities in the other Kerr County communities. • The maja~ity of the County population is considered rural and many are 30 miles from the City of Kerrville. • Organized youth activities (basketball, baseball, soccer) are noticeably _.. above the state norm. This might indicate a higher than normal propensity for youth invohrement in organized activities, regardless of the specific activity. • Approximately one out of four citizens in the County are 65 and over which is twice the state ratio. Of ~e activities noted in the survey, hike and bike - #rails, fishing, golf, swimming and boating would be the activities most used by the seniors population. Our priorities should reflect this sector of the population. • Kerr County is a popular tourist destination and the natural resource base _ of the County will provide the basis for commercial and public exploitation of this trend. __ The Guadalupe River is our major asset for tourism.
