On this the 22°d day of December, 2003 upon motion made by Commissioner
Williams, Seconded by Commissioner Baldwin the Court unanimously
approved a vote 4-0-0 To grant permission to Bob Miller, Executive Director of
Texas Arts and Crafts Educational Foundation to start work on Phase 1 of the
River Star Arts Park as presented.

1. Grade & Grass entire site
2. Build interior roads & foot paths.
3. Install a drainage culvert through low area on property.
4. Install irrigation system
5. Install Electrical Distribution System for Event
Production.
6. Install Entrance on AG Barn side of Property.
7. Purchase and seta 44' modular bathroom building with
AC/Heat. ADA accessible
8. Install water meter taps
9. Install 2 sewer taps
10. Move two modular storage building to Maintenance
Yard.
11. Build equipment storage shed in Maintenance Yard
Approval by County Commissioners is required in accordance
with the Lease Agreement between the parties dated November
12, 2002 paragraph E5 titled Construction of New
Improvements states "that tenant will construct no new
improvements until Tenant has presented plans for said
improvements to Landlord and Landlord has approved such
construction........"
