The Southeastern part of the County was particularly hazd hit. This flooding left extensive damage to the infrastructure of many County roads and drainage structures. Whether the road was near a stream, crossed a waterway, or simply had a drainage structure, it was affected. Kerr County built a temporary bridge with rail cars to use while waiting for TXDOT to engineer and construct a new bridge. The approaches to the bridge were repaired and a temporary bridge was built in 2001. The bridge was to be replaced by the TXDOT in their off side bridge program at which time the approaches would have been redone. 14. Walk Bridge in Park Remove damaged structure and rebuild within Design 1 I CMP This structure was constructed by Kerr County in 1998 in cooperation with Lower Colorado River Authority (LCRA). 15. CP River Road/Guardrail - Repair eroded area next to the road at the area where guardrails were installed due to drop off. 16. This road was last sealed in 1998. -Remove debris and gravel sedimentation impeding river flow around recreational dam and the roadway below the dam. 15 Disaster Relief Und (Numbers I - 6) Responses P-14 The applicant's annual budget, which must delineate all scheduled capital improvements. Please refer to the Kerr County Budget Summaries for 2002 - 2003 presented in this section. 2. Information on the applicant's bonding (general revenue/obligation) capacity. The Texas Attorney General set an administrative limit on debt retirement for a county at 40 cents per $100 valuation per fiscal year. The assessed property value for Kerr County for 2002-03 is $2,272, 000, 000. The 2002-03 debt service is .0495 cents per $100 valuation, this is to retire an original debt of $9, 540, 000. The debt retirement plus interest for 2002-03 is $1,137, 939 If our debt service was 40 cents per $100 valuation we could make debt payments of $9, 088, 000 thi s year; this would retire a debt of approximately $76 million over a 20 year period. From a market stand point we should not issue debt more than 2% of our assessed taxable value would be approximately $45 million. At our current debt level we could issue an additional $38 million and still maintain our current bond rating of A. 3. Number of persons impacted including the percentage of overall damage, the frequency of use of the destroyed facilities, and the impact of taking no action. The population for the area most affected is 2, 753. There are numerous summer camps, ranches and a large retirement center affected by the damages. One destroyed facilitypresents a 7 mile detour which inconviences daily lives through deliveries, school bus routes, emergency response vehicles, and access to property in Kerr County as well as Kendall County. 4. The short-term and long-term economic impact of the disaster on the applicant locality. The economic impact encompasses marry businesses located in the area as wefl as those that service the area. Not only are businesses affcted, but residents and the general population who live in the area, emergency response, and the school district. 5. Health and safety factors (e.g., water, sewer, and electricity). There are forty seven (47) permanent residents in a retirement home that requires a detour of seven (7) miles for emergency response as well as many other citizens of both Kerr and Kendall County. 6. The operations and maintenance history of the damaged facilities, which will also include consideration of depreciation of these facilities. Please refer to the PROJECT SUMMARY Page 2. "1 can't think of any catastrophic events," said City Public Works Director Paul Knipple. He said the runoff from about 12 inches of rain that fell from Sunday night to 7iresday hit Town and Qtrin- lan creeks from their tributaries. 7`he convergence of water over- tlowed the creeks, filling streets and houses with water, trapping resi- dents and devastating property. Water levels peaked around 9:30 a.m. Tuesday and started to recede fmm homes over the following cou- ple of hours. Knipple said a lot of the damage occurred in the older part of the city, on flat terrain. He said merry of the homes were built before area ftoodp(airrs were mapped. City Manager Ron Patterson said door-to-door inquiries by dry staff revealed 378 homes -some $8.5 million of Improvements -were affected by water, a number that wID probably see a small rise in the next few days as other property owners are contacted. Around 90 percent of affected homes are in the Lytle Street area, which flooded when Quinlan Creek burst its banks. A Sid Peterson Memorial Hospital spokesman reported eight people were treated for lacerations and hypothermia brought on by flood exposure. Nine homes in the area around Wallace and Schrenter streets near Town Creek were listed as being affected by flooding. He said residents of north Kerrvllle were receiving thew water supply from storage tanks that had afoot- to five- day capacity, although efforts were under way to put a tem- porary water line in place. Kemille's wastewater system has operated at capadty during the last couple of days as flood- waters entered the system as well as the dty's storm drains. Kttipple said 95 percent of the storm drain system transported water on the surface rather than underground, flowing water into creeks and drains. Water from the wastewater plant flows along Third Creek to the Guadalupe River. Rick Perry declared Kerr County and 28 other counties disaster areas Wednes- day, bringing the county one step closer to federal assistance after floodwaters caused considerable damage in the area. As the county waits to hear about aid status fmm the Federal Emergency Man- agement Agency, volunteers from several organizations began coordinating relief efforts. Mindy Wendele, City of Kerrville spokes- woman, said the dty has set up teams to help with cleanup, including assessing dam- age and moving debris. Cleanup is the dty's main focus until the dry and county find out about federal aid, she said. "4Ve don't know when or if federal assis- tance wHl be granted," Wendele said. "Hope fully, we will know something by the end of the week."
