Came to be heard this the 12th day of October 2004, with motion made by Commissioner
Baldwin seconded by Commissioner Williams, the Court unanimously approved by a
vote of 4-0-0, to extend the moratorioum to December 31 2004, with the right to cancel
with reasonable notice.
